    Job Description

    RESPEC’s Data & Technology Solutions (DTS) business unit seeks a Data Analyst / Programmer to support the Indian Health Service. The successful candidate should have both mature data analysis and programming skills. The position requires:

    • Providing timely, logical, organized, and cleanly written code and solutions for analyses with a focus on creating scripts that can be easily manipulated and updated to support actionable results insights to the organization
    • Supporting the data warehouse in identifying, capturing, and revising reporting requirements
    • Analyzing data from multiple data sources to establish true definitions of the data and what types of additional data are needed, in what format, to what level of specificity, etc.
    • Generating meaningful results to empower stakeholders in making important decisions by identifying various facts and trends
    • Creating visualizations, presentations, reports (graphs, infographics, etc.), and tabulations for internal teams and/or external clients
    • Identifying, analyzing, and interpreting trends or patterns in complex datasets and providing valuable information assets
    • Identifying and implementing data transformation and cleansing rules to automate data flows and data processing
    • Developing, implementing, and maintaining databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality
    • Providing quality assurance of imported data, working with quality assurance analysts if necessary
    • Identifying, researching, analyzing, documenting, troubleshooting, and resolving issues related to data quality, data integrity, metadata, and normalization for processing
    • Working with management to prioritize business and information needs.
    • Working with users requesting data pulls or reports from data sources to clarify data availability, data access issues, and user requirements and to set priorities
    • Working with a team to evaluate, analyze, and document business/functional/system requirements, traceability matrices, data models, and data dictionaries
    • Defining and maintaining data catalogs, glossaries, dictionaries, data lineage, and model management
    • Evaluating changes and updates to source production systems
    • Managing change-control activities, including product backlogs, scope management, and impact and gap analysis
    • Processing confidential data and information according to federal guidelines (HIPAA and Privacy Act apply)
  • Qualifications

    Qualifications

    • Bachelor of Science degree in a related technical discipline, or the equivalent combination of education, professional training, and work experience
    • 3 to 4 years of directly applicable experience with requirements analysis
    • Current and/or previous experience in a health-related environment
    • Current Public Trust clearance, or willingness to go through the process to obtain a clearance
    • Strong SQL language skills (T-SQL, views, stored procedures, functions and triggers) to provide high-quality data analysis and support to clients and relevant stakeholders
    • Experience creating process and data flow diagrams and prototypes/wireframes
    • Project Management (PM) experience and PM activities in a changing environment
    • Knowledge of system development methodology and PM
    • Understanding of logical data modeling, CRUD (create, read, update, and delete), and data dictionary
    • IIBA certification Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) is preferred
    • Excellent oral and written communication, organizational, and interpersonal skills, and analytic capabilities.
