    JOB DESCRIPTION

    Because of the substantial needs of Pennsylvania municipalities, GFS is currently looking for an ACCOUNTANT to join the GFS team. The Accountant will be responsible for successful implementation and completion of various consulting projects throughout the Commonwealth of Pennsylvania, including, but not limited to:  acting as an finance department accountant on a temporary or permanent basis, preparing schedules for annual audits, providing advice on internal control and/or best practices, preparing information to support the preparation of annual and/or capital budgets, and implementing technology solutions to streamline financial processes.

    REQUIRED SKILLS

    While each consulting project is unique, a thorough understanding of governmental accounting and financial reporting supported by the ability to:

    • Perform accounts receivable functions, including applying customer payments, researching and solving payment discrepancies, processing credit card payments and credits, adjusting accounts, preparing manual deposits, preparing periodic reports, and performing reconciliations.
    • Perform accounts payable functions, including reviewing all invoices for appropriate documentation and approval prior to payment, preparing and processing electronic payments, printing and obtaining signatures on all checks, distributing signed checks, answering vendor questions, maintaining accounts payable reports, spreadsheets, and files, preparing analysis of accounts, filing, and copying.
    • Perform payroll functions, including compiling payroll data such as garnishments, vacation time, insurance, and deductions, enter/review work time, notify departments of needed information, process payroll, and compile internal management reports.
    • Perform reconciliations for municipal annual budgeting, financial statement preparation, and audit functions for regulatory audits.
    • Track capital assets and prepare capital asset schedules.
    • Maintain confidentiality of finance and personnel information.
    • Other duties as assigned

    EDUCATION AND EXPERIENCE

    • Bachelor’s degree in Finance or Accounting with at least 5 years governmental accounting/auditing experience
    • Possession of current and valid PA Driver’s License

    KNOWLEDGE

    • Comprehensive knowledge of governmental accounting principles and standards
    • Comprehensive knowledge of budget development and management
    • Thorough knowledge of federal, state, and local laws, codes, regulations, and reporting requirements related to municipal accounting and finance administration
    • Thorough knowledge of information systems and related applications in finance and accounting.

    ABILITIES

    • Ability to manage complex projects and adapt to changing circumstances
    • Ability to continuously create new efficiencies.
    • Ability to prepare concise reports and make effective oral and written presentations.
    • Ability to develop effective relationships with management staff, employees, governmental agencies, and service providers doing business with the municipality.
    • Ability to apply advanced mathematical and statistical principles in analysis of data.
    • Ability to demonstrate honesty and convey integrity to maintain public trust.

    WORKING CONDITIONS

    Work is performed at client offices and involves frequent interruptions. Work involves trouble shooting and is in a high paced environment.
