This is an on-site position at the Pentagon in Washington D.C. Candidates must be located in the Washington, D.C., Maryland, Virginia (DMV) area. CSL is focused on the following opportunities:

    Position Summary

    The Defense Energy & Infrastructure Authorities Specialist (Title 10) will provide expert support on the application, interpretation, and execution of statutory authorities relevant to the U.S. Department of the Navy (DON) energy, infrastructure, and resilience programs. This role will focus on enabling effective use of Title 10 authorities to advance installation energy projects, partnerships, and mission-critical infrastructure initiatives.

    The Specialist will work closely with ASN (EI&E), legal counsel, program offices, and external stakeholders to ensure authorities are leveraged appropriately to support innovative project delivery and mission outcomes. This position is embedded at the Pentagon and provides regular interaction with senior DON leadership and key decision-makers. This role is well-suited for a mid-career professional who is analytically rigorous and comfortable navigating ambiguity, with the ability to translate complex statutory authorities into practical program strategies.

    Responsibilities

    Authorities & Policy Application

    • Provide expertise on the application of Title 10 U.S.C. authorities to support energy, infrastructure, and resilience initiatives.
    • Identify and recommend appropriate authorities to enable project execution, partnerships, and innovative delivery mechanisms.
    • Support development of guidance and frameworks for the use of authorities, including public-private partnerships and alternative financing approaches.
    • Analyze legislative changes and assess their implications for DON programs and authorities.
    • Enable the use of innovative authorities and partnerships to accelerate delivery of mission-critical energy and infrastructure projects.

    Program Execution Support

    • Support the development of acquisition and execution strategies leveraging Title 10 authorities.
    • Collaborate with legal, contracting, and program teams to ensure compliant and effective implementation of authorities.
    • Assist in structuring and advancing energy and infrastructure projects from concept through execution.
    • Track and report on the use of authorities across programs, identifying trends and opportunities for improvement.

    Stakeholder Coordination & Deliverables

    • Coordinate with Service-level, DoD, and external partners to align on authority-related strategies and project execution.
    • Prepare briefings, decision memos, and supporting materials for senior leadership.
    • Conduct research on best practices in leveraging federal authorities for energy and infrastructure projects.
    • Translate complex statutory and acquisition concepts into clear, actionable guidance for stakeholders.

    Qualifications

    • 5+ years of experience in federal programs, statutory authorities, contracting, or policy implementation.
    • Demonstrated knowledge of Title 10 U.S.C. authorities and their application within DoD.
    • Experience supporting DoD, DON, or federal energy/infrastructure programs preferred.
    • Familiarity with federal acquisition processes and alternative financing mechanisms (e.g., ESPCs, UESCs).
    • Strong analytical and problem-solving skills.
    • Excellent written and verbal communication skills.
    • Ability to coordinate across diverse stakeholder groups.
    • Demonstrated ability to take ownership of workstreams and move efforts forward in ambiguous, fast-paced environments.
    • Strong collaborative instincts and comfort working within small, high-performing teams.
    • Bachelor's degree required; advanced degree or relevant certifications preferred.
    • Active security clearance required.

    Compensation

    Converge Strategies, LLC, offers a competitive salary, vacation, and benefits package, including health insurance and retirement benefits. This is a full-time, salaried position commensurate with relevant work experience and education. The annual salary range is $90,000-$115,000, and employees are eligible for an annual bonus.
