    Job Description

    Under direction of the Administrator of Human Resources and within federal, state and local guidelines; performs professional level human resources administrative and technical support. Human Resources function area include: recruitment, selection, classification and employment law.

    Provides support and assistance to internal and external customers regarding Denton County MHMR Center Human Resources functions and activities. Performs a wide variety of Human Resources duties which require a high degree of individual judgment and confidentiality as it pertains to employee relations, research, wage, salary and classification. Works under limited supervision, with considerable latitude in the use of initiative and independent judgment.  

    GENERAL HR: Provide HR assistance to assigned Center Departments and Center staff.

    • Sends Center’s Personnel Salary Schedule (PSS) to assigned manager once hired. Responsible for reporting new hires to the Attorney General’s office.
    • Completes EEO report bi-annually.
    • Completes annual salary survey
    • Provides General Human Resources support to assigned departments, in person, via email and via phone.
    • Process verifications of employment for assigned departments.

     

    GENERAL HR: Provides miscellaneous Human Resources duties such as forwarding all required paperwork to payroll timely, answering phones and routes callers to the appropriate representative, responds to general inquires as needed, provides general information regarding departmental policies and procedures to both employees and non-employees, and is able to serve as back to all Human Resources positions during times of absence.

     

    GENERAL HR: Must be able to provide Human Resources services at any center location to include but not limited to DOPC, COPC, MOPC, MORSE, FMOC and CRU.

     

    HRIS: Responsible for maintaining information in the HRIS system.

    • Responsible for either manually entering all personnel changes, updates and corrections into the HRIS system or through system generated form and notifies all appropriate departments and other agencies as necessary;
    • Provides all completed personnel changes to HR Assistant for forwarding to payroll.

     

    GENERAL HR: Performs technical and administrative work in support of human resources programs such as employment, compensation, classification, employee relations, benefits, worker’s compensation, or staff development.

     

    COMPENSATION: Assists in the design and analysis of salary surveys; responds to all salary surveys received; and participates in the conduct of annual job audits.

    • Maintains Center’s Personnel Salary Schedule (PSS)
    • Assist with presentation material of PSS
    • Monitors PSS regularly to make sure salaries are within the schedule.

     

    ON-BOARDING: Responsible for coordinating hiring of new employees: including making contingent and final offer of employment, compliance with I-9 forms, pre-employment review of individuals misconduct registry, Abuse/Neglect Exploitation Registry, Nurse Aide Registry, Criminal History, Reference Checks,  Motor Vehicle Reports Fingerprints as necessary and completion of all additional hiring documentation including onboarding of new hires and completing official new hire paperwork for applicants of assigned departments and ID Badges. Responds to applicants regarding resumes and online recruitment ads.

     

    RECRUITING: Purchasing and Posting of advertisements including Monster, Indeed, Craigslist, school websites and various other sites. Responds to applicants regarding resumes and online recruitment ads.

     Coordinating all job fair activities

      • Register for job fairs
        • Assigning staff to attend job fairs
        • Coordinating any in-house job fairs
    • Purchasing and Posting of advertisements including Monster, craigslist, Newspaper (DRC) school websites and various other sites.
    • Responds to applicants regarding resumes and online recruitment ads.

     

    Performs additional duties as deemed necessary by department supervisor within designated timeframes.

    EDUCATION AND OR EXPERIENCE

    Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development, or a related field OR Graduation from an accredited four- year college or university with three (3) years prior experience working in Human Resources or a related field is required. Experience and education may be substituted for one another.

    REGISTRATION, CERTIFICATION, LICENSURE & QUALIFICATIONS

    Knowledge of the principles and practices of human resources management such as employment, compensation, classification, employee relations, benefits, workers’ compensation, or organizational development; and of federal, state, and local laws and regulations governing personnel activities. Proficient reading, writing, grammar, and mathematics skills; interpersonal relations and communicative skills.

    Skill in oral and written communication, in conducting interviews, in using computers and human resources related software applications, and in handling multiple tasks and prioritizing. Skills and ability to operate common office equipment, personal computer with advanced word processing, spreadsheet, data entry, and database management.

    Must have the ability to explain policies and procedures to staff and the public, train others, maintain confidential and sensitive information, develop and analyze human resource processes, establish and maintain effective working relationships with applicants, employees, and the general public and to communicate effectively. Ability to proofread. Ability to learn new or revised regulations. Ability to be courteous and tactful when dealing with difficult people. Ability to solve practical problems and deal with a variety of concrete variable in situations where only limited standardization exists. Daily activities include frequent interruptions. Regular and punctual attendance is required.
