    Dorchester County is seeking an experienced, solutions-driven leader to join our team as the Deputy Director of Water & Sewer. In this pivotal role, you will support the Water & Sewer Director with key leadership responsibilities—helping guide strategic direction, operational excellence, policy development, and customer-focused service delivery across the County’s essential water and wastewater systems.

    This position oversees a diverse portfolio, including:

    • Engineering & Capital Projects
    • Finance, Budgeting & Auditing
    • Customer Service & Administrative Services
    • Operations & Maintenance Teams

    In this leadership role, you will:

    • Assist the Director in planning, organizing, and directing all programs related to the construction, maintenance, renovation, and operation of County water and wastewater systems.
    • Serve as acting Director in their absence.
    • Help develop and implement departmental policies, procedures, and ordinances to improve efficiency and effectiveness.
    • Ensure compliance with all federal, state, and local regulations, and uphold County standards of safety and quality.
    • Provide supervision, mentoring, evaluation, and support for assigned staff across multiple functional areas.
    • Oversee daily administrative, financial, and operational activities—including purchasing, budgeting, auditing, billing, and customer service.
    • Monitor expenditures for enterprise, general, and special appropriation funds.
    • Assist with preparation of annual budgets, capital requests, grants, and permit applications.
    • Support rate and fee development to ensure adequate operational funding and capital investment.
    • Coordinate departmental activities with other County departments, divisions, and outside agencies.
    • Respond to inquiries, concerns, and customer service escalations with professionalism and care.
    • Prepare reports, communications, and documentation; attend meetings, conferences, and trainings to stay current on trends and regulations.

    Education & Experience:

    • Bachelor’s degree in Engineering, Business Administration, Accounting, Public Administration, or a related field.
    • Eight (8) years of related professional experience.
    • Four (4) years of supervisory experience required.

    Special Requirements:

    Valid South Carolina Driver’s License.

    Professional Engineer (PE) License preferred.
