Based in Austin, TX, the organization also provides technical assistance and partners with healthcare providers and research institutions to advance access to care across the state.
Position Overview The Deputy Director of Programs (Title X & Statewide Health Initiatives), reporting to the Chief Executive Officer, is a senior leader responsible for driving program strategy, ensuring compliance and operational excellence, and advancing access to sexual and reproductive health statewide.
Working closely with the Chief Executive Officer and senior leadership team, the Deputy Director oversees organizational program design, implementation, evaluation, and continuous improvement across all service delivery systems. This role serves as a key organizational decision-maker and external representative for programmatic strategy and impact.
Key Responsibilities
Executive Program Leadership
Provide organization-wide leadership for program strategy, design, and implementation across Title X and other health initiatives.
Ensure alignment across program and finance functions to support operational success and regulatory adherence.
Serve as a member of the executive leadership team, contributing to organizational strategy, planning, and decision-making.
Translate organizational vision into actionable program priorities, goals, and performance outcomes.
Ensure alignment between program operations, organizational strategy, and funding requirements.
Federal Grant & Compliance Oversight (Title X & Beyond)
Oversee management of complex federal and state grant portfolios, including compliance, reporting, budgeting, and execution.
Ensure adherence to all Title X statutes, federal regulations, and funding requirements.
In collaboration with the CEO and Policy Director, respond to legislative, regulatory, and policy changes impacting programs.
Oversee sub-recipient funding allocation, contracting, reconciliation, and compliance systems.
Provide strategic oversight of program guidance, development, and dissemination.
Program Strategy, Innovation & Expansion
Lead development and execution of multi-program strategic initiatives across the organization.
Design and scale innovative service delivery models informed by data and community need.
Oversee program expansion efforts, including onboarding of new partners and geographic/service growth.
Ensure all programs are grounded in continuous quality improvement (QI/QA) frameworks and performance data.
Establish organizational policies and procedures that guide program excellence and consistency.
Leadership of Teams & Internal Operations
Provide executive oversight to program directors and cross-functional program staff.
Support organizational talent development and succession planning.
Facilitate cross-department collaboration across Finance, Operations, Data, and Programs.
Lead program leadership meetings and ensure execution of organizational priorities and work plans.
Participate in recruitment, hiring, and onboarding of senior program staff.
Data, Impact & Performance Accountability
Oversee program evaluation, performance management, and impact measurement systems.
Ensure data is used to inform strategy, improve service delivery, and strengthen accountability.
Establish organization-wide programs with key performance indicators and reporting structures.
Translate data insights into executive-level recommendations and strategic action.
External Relations & Executive Representation
Serve as a senior external representative for Every Body Texas’ programmatic portfolio.
Build and maintain relationships with federal, state, and national partners, including peer Title X grantees and organizations such as NFPRHA and FPCA.
Represent the organization in high-level convenings, coalitions, and policy spaces.
Support media engagement and public communications related to program impact as needed.
Qualifications
Required
Bachelor’s degree in Public Health, Healthcare Administration, Social Work, Business, Data Analytics, or related field (Master’s preferred).
8+ years of progressive leadership experience in public health, healthcare administration, or federally funded program management.
Deep expertise in federal grants management, compliance, and multi-site service delivery systems.
Demonstrated executive leadership experience overseeing teams, budgets, and complex programs.
Strong background in strategic planning, policy implementation, and organizational leadership.
Experience working with reproductive health, Title X, or safety-net health systems strongly preferred.
Exceptional communication, stakeholder engagement, and executive decision-making skills.

ADDITIONAL REQUIREMENTS
Location This position requires residency within the state of Texas or a willingness to relocate to Texas; however, Every Body Texas does not offer relocation assistance
Travel The Deputy Director can anticipate traveling within Texas to four in-person staff meetings annually and two in-person board meetings annually. Other travel will be required throughout Texas for meetings and events on an as-needed basis, with occasional travel required outside of the region.
