Job Description: The Design Manager – Fuels Facility Construction is responsible for leading and coordinating all design activities related to the development and construction of fuel storage and distribution facilities. This role ensures that the design process meets technical, operational, safety, and regulatory requirements while aligning with project timelines and budget. The successful candidate will work closely with multidisciplinary teams , including process engineers, civil and mechanical designers, environmental consultants, and construction contractors, to deliver safe, efficient, and scalable fuel infrastructure.
The role ensures full compliance with U.S. Department of Defense (DoD) standards, including Unified Facilities Criteria (UFC), and supports mission-critical fuel delivery capabilities. The Design Manager serves as a key interface between engineering teams, military stakeholders, regulatory agencies, and construction (EPC) contractors.
Manage the full design lifecycle of fuel storage and handling facilities, including tanks, pipelines, pump stations, loading racks, and control systems.
Ensure all design activities comply with applicable standards such as API, NFPA, ASME, and environmental and safety regulations.
Oversee and coordinate design consultants, engineers, and internal design teams to deliver high-quality, constructible design packages.
Review and validate engineering drawings, process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), and layout plans.
Manage design interfaces between civil, structural, mechanical, electrical, instrumentation, and process disciplines.
Support permitting and approvals by coordinating technical documentation required by regulatory bodies and authorities having jurisdiction.
Facilitate design workshops, value engineering sessions, and HAZOP/HAZID reviews.
Monitor and control design changes, ensuring traceability, impact analysis, and proper approvals.
Ensure alignment between the design and operational requirements, including safety, maintainability, and throughput capacity.
Support procurement and construction teams with design clarifications and technical evaluations during bid and execution phases.
Lead the design and integration of military-grade fuel systems, including aboveground storage tanks, hydrant fueling, truck loading/unloading, pump houses, and filtration systems.
Ensure all designs comply with DoD requirements, including UFC 3-460-01 (Design: Petroleum Fuel Facilities), MIL-STD specifications, and applicable NFPA/API codes.
Oversee multi-disciplinary design teams and manage coordination between civil, mechanical, electrical, and control systems engineers.
Review and approve P&IDs, site layout drawings, tank farm designs, and safety system schematics.
Facilitate technical meetings with military engineers, base command representatives, and contracting agencies (e.g., USACE, NAVFAC, DLA-Energy).
Coordinate environmental and safety considerations, including spill containment, fire suppression, and hazardous material handling.
Monitor design schedules, deliverables, and budgets to ensure alignment with program milestones and contract requirements.
Conduct risk assessments, design reviews (including HAZOP/HAZID), and constructability analyses.
Support bid preparation, procurement processes, and design-build interface management.
Requirements:
Able to travel of 50% between Philippines, Papua New Guinea and United States
Bachelor’s degree in engineering (Mechanical, Civil, Petroleum, or related field); Master’s degree preferred.
8–10+ years of experience in fuels infrastructure design, with a minimum of 3 years supporting military or government programs.
In-depth knowledge of UFC, API, NFPA, and DoD fuels standards and specifications.
Proven experience managing design for POL/fuel storage, hydrant refueling, or tactical fueling systems.
Ability to obtain and maintain relevant security clearances (if applicable).
Proficiency in AutoCAD, Revit, BIM, and project planning tools (Primavera P6 or MS Project).
Strong leadership, communication, and stakeholder engagement skills.
Preferred Qualifications:
Professional Engineer (PE) license.
Prior experience with U.S. Army Corps of Engineers (USACE), NAVFAC, or DLA-Energy projects.
Familiarity with military logistics, force protection design principles, and operational readiness planning.
Experience in design-build or EPC delivery for government/defense infrastructure.
