We are seeking a Designated Manager to join our team! As the Designated Manager, you will be responsible for program-wide oversight, ensuring that all services are compliant with state licensure standards and Minnesota Statutes § 245D.081 Subd. 3. This role provides leadership, evaluates program quality, and drives continuous improvement. The Designated Manager ensures the integrity, compliance, and quality of the entire program. Designated Manager empowers staff, protects individuals served, and leads systemic improvements with strategic vision and regulatory expertise.
Key Responsibilities
Licensing Compliance & Regulation
Maintain up-to-date knowledge of licensing requirements under 245A.04, and (when applicable) 256B.04.
Ensure the program operates within the terms and conditions of its license and any granted variances.
Ensuring Designated Coordinator Duties
Supervise and provide oversight to Designated Coordinators, direct support staff, and training personnel.
Ensure structured orientation and ongoing staff competency assessments.
Incident & Emergency Oversight
Monitor incident/emergency reports and ensure corrective actions are implemented per 245D.11 and 245A.65.
Program Satisfaction & Rights Protection
Assess satisfaction of individuals served, legal representatives, and case managers concerning service delivery (Subd. 3a(4)).
Ensure and protect individuals’ rights as outlined in 245D.04.
Staff Competency & Training
Ensure staff meet competency standards under 245D.09, including orientation and annual training.
Corrective Action & Licensing Standards
Implement corrective action in response to commissioner orders or deviations from license conditions.
Program Improvement
Use data and feedback to develop, document, and implement ongoing quality improvement.
Candidate Requirements
Must meet ONE of the following:
Bachelor’s degree in a human services, health, or education field and 1 year of full-time direct care experience with persons with disabilities or older adults;
Associate’s degree in a related field and 2 years of full-time direct care experience;
Diploma from an accredited postsecondary institution in a related field and 3 years of full-time direct care experience.
Required:
3 years of supervisory-level experience in a program providing direct support services to persons with disabilities or adults 65+
Deep understanding of Minnesota HCBS licensing laws, including 245A, 245D, 245D.09, and associated regulations.
Excellent leadership skills: managing, coaching, and overseeing Designated Coordinators and staff.
Strong analytical ability: interpreting data, incidents, and satisfaction feedback to guide improvements.
Excellent communication with interdisciplinary teams, regulatory bodies, and stakeholders.
Ability to implement and monitor corrective action plans and oversee compliance.
Working Conditions
Office-based, with frequent visits to residential and community settings.
Interdisciplinary collaboration with staff, families, case managers, licensors, and healthcare practitioners.
Some evening or weekend duties in response to incidents or emergencies.
