Location: Sparrows Point / Baltimore County, Maryland Company: REMSA, Inc. Position Type: Part-Time / Project-Based Environmental Monitoring Project Duration: October 2026 – May 2027

Position Overview

REMSA, Inc. is seeking qualified Designated Visual Observers (DVOs) located in or near the Baltimore, Maryland area to support environmental monitoring for the Sparrows Point Container Terminal (SPCT) Project.

This position is ideal for an environmental professional, biologist, wildlife observer, environmental science professional, or similarly qualified individual interested in periodic field monitoring on a major marine construction project.

The assignment is anticipated to require approximately one monitoring day during each seven-calendar-day period from October 1, 2026 through May 14, 2027.

The observer will only be committed to the project for the scheduled on-site monitoring days. This is not a continuous seven-day-per-week assignment.

Proposed Monitoring Dates

October 2026: October 1, 8, 15, 22, and 29

November 2026: November 5, 12, 19, and 26

December 2026: December 3, 10, 17, 24, and 31

January 2027: January 7, 14, 21, and 28

February 2027: February 4, 11, 18, and 25

March 2027: March 4, 11, 18, and 25

April 2027: April 1, 8, 15, 22, and 29

May 2027: May 6 and 13

The proposed dates may be adjusted based on SPCT construction activities, weather, pile-driving operations, or other project requirements.

Responsibilities

The DVO will:

Conduct visual monitoring from the designated observation location(s) at the SPCT project.

Maintain observation of the applicable monitoring area during scheduled activities.

Identify and document marine mammal observations.

Immediately communicate relevant observations to designated project personnel.

Maintain accurate daily monitoring records.

Record environmental conditions and construction activities as required.

Complete and submit required daily monitoring documentation to REMSA.

Follow the project-specific Marine Mammal Monitoring Plan and applicable SPCT procedures.

Coordinate with REMSA and project personnel regarding monitoring activities.

Qualifications

Candidates should possess the education, training, experience, or demonstrated ability necessary to conduct visual wildlife/environmental monitoring in accordance with the project-specific requirements.

Preferred backgrounds include:

Environmental Science

Marine Biology

Biology

Wildlife Biology

Fisheries

Ecology

Natural Resources

Environmental Compliance

Marine or coastal environmental monitoring

Protected Species Observer or Marine Mammal Observer experience

Previous PSO, marine mammal, wildlife, construction environmental monitoring, or similar field experience is preferred.

Candidates should also:

Be able to identify marine mammals potentially occurring in the project area or be capable of completing required project-specific identification training.

Be capable of accurately recording field observations and completing monitoring documentation.

Possess strong verbal and written communication skills.

Be comfortable working independently in an active marine construction environment.

Be able to work outdoors for extended periods under varying weather conditions.

Have reliable transportation to the Sparrows Point/Baltimore County project site.

Be available for the proposed monitoring dates or a substantial portion of the schedule.

Because this assignment consists of periodic monitoring days rather than continuous deployment, REMSA strongly prefers candidates residing in the Baltimore, Sparrows Point, Dundalk, Essex, Glen Burnie, Annapolis, or surrounding Maryland area.
