  • Responsibilities

    This role is responsible for First Line of Defense (FLOD) Governance Program, including all phases of the governance process- establishment of a Quality Assurance (QA) program, regulatory reporting such as HMDA and analysis for such items (e.g, fair lending, complaint management program). This role will review the reporting structure based on the audience and determine the appropriate level of reporting needed. This role is expected to stay up to date with financial industry trends and related regulatory standards. This role will review existing lending portfolios for both Consumer and Commercial portfolios for Credit Losses, Probability of Defaults and insights for Risk Mitigations which will be utilized to inform credit originations of potential areas of opportunities to extend or tighten credit requirements. Based off the combination of the governance program and capital requirements, this role will also enhance the Controls environment by reviewing current Key Risk Indicators (KRIs) as well as seeking future enhancement to better identify risk within the Consumer/Commercial portfolios. Lastly, this role collaborates with multiple WPCU departments including Strategy, Risk, IT, Operations, Finance, Internal Audit, Legal and Compliance.

    1. Credit Reporting (25%)

    a) Enhanced reporting is a critical function for WPCU to more accurately identify credit losses within the portfolio

    b) Identification of Probably of Defaults within holistic verticals of Consumer and Commercial Credit, the Risk Rating of Members and Member Business Services as well as at the individual product level

    c) Utilize data to help inform Credit Originations Management Practices and Tiering structures

    d) Utilize data to help inform Collections of areas for increase focus of attention

    1. Regulatory Reporting, Credit Reporting, and Review for Fair Lending (20%)

    a) Establishment of all regulatory reporting quality and integrity

    b) Responsible for the Business Unit’s Regulatory Reporting such as HMDA

    c) Review and identify areas of potential areas of focus for Fair Lending

    d) Review and identify areas of opportunity enhance credit reporting structure at all levels of the Credit Union

    1. Establishment of a Quality Assurance (QA) Program for the FLOD (20%)

    a) Establishing a Quality Assurance program with specific focus on the underwriting process

    b) Ensure assigned business units are operating efficiently and reliably, are in compliance with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk, and are performing at a high level.

    1. Enhancement of the FLOD Control’s environment (15%)

    a) Supports current reporting for KRIs

    b) Review and identify areas for enhanced or additional KRIs/KPIs

    c) Testing of the Controls against Board Policy, Management Practices and Procedures for accuracy of the Control as well as potential enhancements of the Control.

    1. Project Management for the Business Unit (10%)

    a) Partner with Strategy Office and Enterprise Project Management to ensure Business Unit initiatives are properly aligned and integrated into project prioritization and planning

    1. Committee Requirements (10%)

    a) Responsible for information to several Committees such as Credit Loss Requirements to the Credit Loss Reserves Team (CLRT)

    b) Will be an active participant and voting member on several key committees based on the key areas and functions of this role

    Required Skills

    1. Bachelor's degree or equivalent, practical experience in governance, insights, and reporting is required.

    2. 12+ years of experience in any combination of governance, compliance, risk management, risk and/or regulatory reporting, Controls and Quality Assurance/Quality Control within a financial service.

    3. A minimum of five years management or supervisory level experience with proven abilities of effectively leading a team.

    4. Demonstrated experience of governance within the three levels of defenses.

    5. Proven track record of establishment credit loss reporting with strong accuracy and risk reporting for the appropriate audience.

    6. Ability to self-manage and prioritize multiple business unit initiatives, creation of new teams and enhancements within the business unit.

    7. Capability to thrive in a fast-paced environment while maintaining strong relationships with business partners and cross-functional stakeholders.

    8. Demonstrated ability to learn, apply, and adhere to federal and state regulations/laws, as well as internal credit union policies and management practices as they pertain to lending products.

    9. Director level verbal and written communication, organizational, and member service skills required and ability to interface with others positively and professionally.

    10. Proficiency with the Microsoft Office Suite including Excel, Word, PowerPoint, and Teams.
