    The Government Contract Billing Manager leads a dynamic, innovative department that manages the preparation of invoices and supporting documentation for the Federal, Government. This includes cost reimbursable, time and materials, and firm contracts with annual revenues in excess of $1 million.

    The manager develops and maintains key stakeholder relationships with internal organizations and interfaces with external customers as needed. In addition, the manager liaises between the accounting groups and contract administrators regarding customer invoicing terms and conditions, requirements, funding status, and unbilled costs.

     

    KEY FUNCTIONS:

    • Manages and leads the day-to-day operations of the Civil System Group (CSG) Contracts Billing department

    • Plans, coordinates, trains and monitors department personnel performance

    • Collaborates and communicates effectively with internal stakeholders and external customers (where appropriate) to proactively identify and develop efficient billing strategies and solutions to address customer invoicing requirements

    • Provides strategic and administrative guidance to staff of appropriate invoicing and support documentation standards

    • Establishes and maintains internal controls to achieve objectives related to invoicing, government contracting regulations, accounting, and financial reporting.

    • Oversees documentation and update of department desk procedures to ensure all key department activities are documented

    • Four or more years of progressively responsible experience in the government contract billing, reporting, or accounting fields

    • Experience with government contracting regulations (e.g. FAR, DFAR), rates (e.g. overhead, CAS-414, and fee) and different contract types (CPFF, FFP, T&M, etc.)

    • Excellent written, verbal, communication, and interpersonal skills with a customer service focus

    • Experience working with and responding to internal, external or government auditor requests

     

    • Position requires working a standard 5-day schedule and working more than standard working hours, particularly during fiscal year-end close (June 2021)

     

    Must-Have:

    Experience reviewing supporting schedules for inclusion in Incurred Cost Claim filings

    Experience reviewing and approving journal entries, general ledger account reconciliations, and performing month-end close activities • Four 4 Plus or more years of progressively responsible experience in the government contract billing

    Experience with Grant Billing is a Plus

    Vendor payment remittance is a Plus
