  • Responsibilities

    The Financial Recovery & Compliance associate will work as part of the Finance Unit within the Administration and Finance Division and will be expected to support all related division activities. The Financial Recovery and Compliance Unit will oversee auditing activities of the agency to review and prepare invoices for FEMA. In addition the associate will perform financial audits and compliance audits. The finance associate will also manage and oversee aspects of FEMA Compliance financial reporting and reimbursement.

    The Financial Recovery & Compliance Associate will:

    • Work accounts payable and financial recovery & compliance staff on daily tasks, workflow and deadlines
    • Work with staff performing reviews of agency use grants, related audit and monitoring activities or assignments
    • Foster greater compliance with rules and regulations and regulate disallowances to ensure that monies where used for the intended purposes
    • Coordinate activities to establish collaboration between government agencies to meet FEMA program objectives.
    • Liaise with Office of Management and departments and COVID19 response management
    • Analyze audit findings and implement corrective action plans when necessary; refer to manuals to support audit findings and to reinforce audit recommendations
    • Lead the response to audits and monitoring activities and Federal Emergency Management Agency (FEMA)
    • Lead the disaster cost recovery program for COVID19 expenses and manage FEMA public assistance funding and maximize federal reimbursement after a major disaster
    • Assist agencies in maximizing federal reimbursement post-disaster or post-staff deployment
    • Ensure that proper accounts payable processes are implemented in line with Comptroller Directives and in accordance to applicable accounting and grant rules
    • Manage and implement agency evaluation of internal controls to ensure agency procedures comply with Comptroller’s Directive 1
    • Oversee invoice processing as well as monthly reconciliation of agency
    • Develop and refine the Finance Unit’s policies and procedures

    Preferred Skills

    • Excellent verbal and written communication skills
    • Experience with Microsoft Excel and Microsoft Word
    • Experience with the City’s Financial Management System (FMS 2 and 3)
    • Experience with City’s FMS reports (InfoAdvantage)
    • Ability to work well under pressure
    • Excellent meeting and time management skills
    • Ability to work on multiple projects concurrently and consistently meet deadlines
    • Strong attention to detail
    • Audit experience, background in FEMA Public Assistance eligibility, and familiarity with Code of Federal Regulations rules are preferred
