    Overview:

    Position Purpose:

    The Director of Clinical Services is responsible for overseeing the clinical operations of the Outpatient Mental Health Clinic at K&I Healthcare Services, Psychiatric Rehabilitation Program (PRP), Supported Employment Program (SEP), and Outpatient Services (OP). This role ensures that services are clinically sound, compliant with COMAR regulations, CARF standards, and align with best practices in behavioral healthcare. The Director of Clinical Service will work in collaboration with KIHS Compliance consultant to ensure compliance. The Director supervises the Clinical Coordinator and works collaboratively with program managers to drive quality care, compliance, and organizational growth. The Director of Clinical Services is a vital member of the KIHS Executive leadership team.

    Duties and Responsibilities:

    Under the supervision of the CEO/ Executive Director, the Director of Clinical Services is responsible for the following:

    Provide overall clinical leadership and oversight of OMHC, PRP, SEP, and outpatient therapy services.

    The Director of Clinical Services maintains ultimate clinical oversight, ensures COMAR/CARF compliance, and supervises the Clinical Coordinator and Program Managers.

    Ensure compliance with COMAR, CARF accreditation standards, Maryland Medicaid requirements, and agency policies.

    Supervise the Clinical Coordinator and indirectly supervise clinical supervisors, rehabilitation specialists, and other designated staff.

    Maintain responsibility for clinical quality assurance activities, including chart audits, supervision practices, incident management, and documentation standards.

    Implement clinical policies and procedures in alignment with state regulations and CARF expectations.

    Participate in Quality Assurance and Performance Improvement initiatives, surveys, audits, and corrective action plans.

    Oversee credentialing and licensure verification processes for clinical staff.

    Monitor clinical productivity and outcomes, assisting in workforce planning and operational efficiency.

    Lead or facilitate clinical training sessions for staff development, compliance updates, and best practices.

    Required Education and Licensing:

    Master’s degree in Social Work, Counseling, Human Services, Healthcare, administrative, or related field (required / preferred)

    Current and active Maryland licensure: LCSW-C, LCPC, or Licensed Psychologist.

    Board-approved Clinical Supervisor status with Maryland Board of Social Work Examiners or Maryland Board of Professional Counselors.

    Minimum of five (5) years of clinical experience in mental health or behavioral health settings.

    Minimum of three (3) years in a supervisory or clinical leadership role.

    Qualifications:

    Knowledge of Maryland's mental health system and Medicaid/MCO programs, public assistance, and healthcare eligibility / COMAR/

    Demonstrated knowledge of CARF standards, COMAR 10.21 regulations, HIPAA compliance, and Maryland Medicaid billing requirements.

    Require strong attention to detail and follow through with time sensitive matters

    Excellent leadership, communication, and team management skills.

    Proficiency with Electronic Health Records (EHRs) and compliance documentation.

    HIPAA training required within 30 days of hire

    Respect for and adherence to client confidentiality and HIPAA compliance

    Ability to work well independently and collaboratively

    CPR/First Aid Certification Preferred (or willing to obtain within first 6 months of hire)

    Office work includes commuter work, documentation, planning, and team meetings

    Compensation: $90,000-$115,000

    Weekly Schedule:

    Employment Type: Full time 40hrs weekly, W-2 Employee

    Weekly Schedule: Monday through Friday, 9:00 AM – 6:00 PM (1-hour mandatory lunch break)

    Attendance in team meetings as appropriate

    Physical Requirements

    The position requires clear and articulate speech and ability to hear. Required to sit for long periods of time, as well as reading and typing on the computer.
