Position Summary
The Director of Technical Services provides strategic and operational leadership for all technical functions supporting the company’s sand and gravel mining operations. The role will lead key operational support functions, ensuring a robust supply of permitted mineral resources. Successfully leads all capital projects.
Key Responsibilities
Strategic Leadership
- Develop and execute the company’s Technical Services vision and roadmap aligned with corporate objectives for growth, efficiency, and compliance.
- Lead the integration of technical disciplines (Quality, Project Maintenance, Land, Environmental, Minerals, and Project Management) under a unified structure.
- Develop, update and maintain mining plans for all locations.
- Understand, measure and characterize all mineral resources underpinning the business to ensure a minimum of 25-year supply at each location.
- Establish clear short- and long-term goals, KPIs, and budgets for all technical functions.
- Manage all idle land in productive manner
Technical Oversight & Process Improvement
- Oversee development and implementation of standardized Technical Services systems, including quality assurance, maintenance programs, land management, geological resources, and environmental compliance.
- Ensure that engineering and project management processes align with company standards and support operational reliability.
- Implement performance tracking and data-driven decision-making across all technical functions.
- Develop, evaluate and provide robust planning for all capital projects.
- Manage / Co-manage all capital projects to ensure operational success within schedule and budget.
- Plan and manage major maintenance projects to ensure success and avoid operating disruption. Support development of robust planned maintenance practice.
Quality & Compliance
- Ensure all company operations comply with federal and state environmental regulations.
- Ensure all products meet quality assurance / quality control requirements.
- Lead audits, environmental monitoring, and corrective action programs across all locations.
People Leadership & Development
- Build, lead, and mentor a high-performing Technical Services team composed of specialists in quality, maintenance, environmental, and mineral disciplines.
- Define clear roles, accountability structures, and succession plans within the department.
- Foster professional development, cross-training, and collaboration between site-level technical staff and central experts.
- Promote a culture of ownership, continuous improvement, and teamwork.
Cross-Functional Collaboration
- Cooperate with operations to identify problems constraining production and guide successful, economic solutions that enhance reliability, productivity, efficiency and quality.
- Provide technical input on expansion projects, acquisitions, or new site development.
- Identify, engage and manage external vendors, as needed, to ensure that the business has knowledge, skills and experience necessary for success.
- Represent the company with regulatory agencies, customers, and industry associations on technical or compliance matters.
Qualifications
Education & Experience
- Bachelor’s degree in engineering, geology, environmental science, or a related technical field.
- Master of Business Administration is beneficial
- Minimum of 15+ years of progressive experience in aggregates, mining, or construction materials.
- At least 10 years in a leadership role managing multi-disciplinary technical teams.
- Strong understanding of environmental regulatory compliance requirements.
- Proven record of leading multi-site operations improvement or technical standardization initiatives.
Certifications (Preferred)
- Professional Engineer (PE), or equivalent technical credential.
- Project Management Professional (PMP) is beneficial.

Working Conditions
- Frequent travel to mines, plants, and project sites.
