  • Responsibilities

    Job Description

    ·         Manage and administer health and welfare programs including negotiating with insurance carriers and vendors, managing the broker and vendor relationships, overseeing annual renewals and open enrollment, developing cost analysis and annual recommendations for health and welfare benefit plans and premiums, and developing processes and controls.

    ·         Ensure compliance with all governmental regulations related to compensation and benefits programs, including Worker's Compensation. 401k, ACA, audits, and EEO-1 reporting.

    ·         Oversee compliance with Affordable Care Act (ACA) requirements including 1095-C reporting.

    ·         Manage and oversee administration of all employee leave of absences in compliance with FMLA, ADA, PDL, CFRA rules.  Leverage use of the HCM systems and reporting to perform efficient and timely leave of absence administration.

    ·         Manage eligibility for 401k plan and non-qualified retirement plan, employee & employer contributions, loans, and distributions to ensure plan operations are compliant.

    ·         Assist with data analysis for administration, annual 5500 preparation, audits, annual disclosure reporting requirements, and non-discrimination testing.

    ·         Oversee and lead benefits reconciliation process.  Train benefits specialist in benefits reconciliation.  Work with finance department to assure that all benefits reconcile within tolerances every month. Prepare records for affiliate allocations and benefit cost reporting.

    ·         Drive continuous improvement to develop highly efficient compensation processes.

    ·         Evaluate competitive practices and positioning relative to the market and make recommendations to ensure our compensation and benefits plans are attractive and support Discovery Behavioral Health strategy.

    ·         Design, manage and administer compensation programs that support DBH business needs, including base salary, short-term incentives, and long-term incentives and bonuses.

    ·         Develop and manage appropriate job grades and salary bands for prevalent jobs based on experience, education, level of responsibility and region.

    ·         Develop and manage market pricing efforts and be responsible for salary survey administration.

    ·         Develop, maintain, and report on applicable HR analytics.

    ·         Participate in and contribute to monthly operational review presentations to CEO and key executives.

    ·         Contribute to the development and improvement of performance management systems and processes including annual goal setting and performance evaluations.

    ·         Coach, mentor, motivate and supervise benefit specialists and influence them to take positive action and accountability for their assigned work.

    ·         Monitor workers’ compensation claims and metrics. Identify and initiate programs to drive employee safety programs to reduce workers’ compensation expense.

    ·         Initiate, oversee and perform regular audits of benefits to assure accuracy of employee contributions, employee benefit contribution repayment during and after employee leave of absences.

    ·         Assist HCM systems administrator in the configuration of HCM related to open enrollment.

     

  • Qualifications

    Qualifications

    ·         B.A. or B.S. in Business Administration, Finance, Accounting, Human Resources, or a related field preferred

    ·         Certified Compensation Professional (CCP) preferred.

    ·         Highly proficient utilizing Human Capital Management system for compensation, benefits, and program administration

    ·         Strong analytical/problem solving skills, written and verbal communication skills, customer consultation and interpersonal skills, attention to detail and the ability to multi-task.

    ·         Current knowledge of related government rules and regulations, including, but not limited to ERISA, FLSA, FMLA, ADA, ADAA, COBRA, OSHA, HIPAA, CFRA, PDL, Workers' Compensation, and other applicable Labor and/or Tax laws and regulations; fulfills compliance and reporting requirements.

    ·         Strong cross functional partnership skills particularly with Legal and Finance functions.

    ·         Experience working in multiple high growth environments with a proven ability to effectively manage multiple projects simultaneously.
