Job Description
This position supports the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support (RETS) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This position is responsible for the overall management of the IDIQ contract and all subsequent task orders across a full spectrum of professional technical and engineering support requirements.
Responsibilities:
• Provide overall leadership and guidance for all contractor personnel on administrative, contractual, business, and security processes for the IDIQ and all resultant task orders
• Develop, implement, and execute effective plans for overall contract management, contract administration, security, training, and quality assurance
• Maintain regulatory compliance and approval authority for all contract-related expenses
• Plan, direct, and coordinate work activities of all personnel involved in all aspects of the contract
• Integrate problem resolution in ongoing work without loss of fiscal integrity and workforce efficiency
• Serve as the government's primary point of contact for all contract matters relating to daily operations
• Manage overall contract performance and quality across multiple task orders
• Coordinate with OUSD(R&E) leadership, Joint Staff, Services, and other stakeholders
• Provide proactive alerts to the government regarding potential contractual or programmatic issues
• Ensure adherence to all DoD acquisition policies and procedures
Qualifications
• Requires a minimum TS/SCI clearance
• Bachelor's degree required
• Minimum 10 years of relevant experience as a program manager
• Pentagon and OUSD(R&E) experience strongly prefered
• At least 5 years demonstrated experience in a supervisory capacity planning, developing, and executing major research and development efforts for defense organizations
• Experience providing support to contracts of similar size, scope, and complexity
• Demonstrated experience with DoD acquisition processes and regulations
• Strong leadership and team management capabilities
• Excellent written and oral communication skills
• Ability to interface effectively with senior government personnel and multiple stakeholders
• Experience with quality assurance and contract administration processes
