    Donnelly-Boland is in search of an HR professional to work with our client (Allegheny County DHS).  The ideal candidate will -Possess in depth knowledge of the federal and state laws pertaining to civil rights, discrimination, harassment and affirmative action.

    -Has analytical skills and neutrality in highly sensitive situations.

    -Executive presence must be able to flex up to high levels in the organization.

    Requirements

    -Bachelor’s degree in business administration, human resources, or human service-related field plus a minimum of 5 years experience working in a professional setting directly related to the responsibilities of the position.

    -Employee Relations consultation experience.

    -Advanced degree in labor relations or related field with experience in laws, regulations and case law pertaining to EEO preferred.

     

    EMPLOYEE RELATIONS CONSULTANT/EEO

    SALARY RANGE: $52,000 - $67,000/year

    OFFICE HOURS: 9:00 am – 5:00 pm

          

    SUMMARY

    The Allegheny County Department of Human Services (DHS) is responsible for meeting the human services needs of Allegheny County residents.  With an annual budget of over $1 billion and a workforce of over 1,000 people, DHS is seeking an experienced Employee Relations Consultant/EEO who strives to eliminate and mitigate employee-related risk by proactively identifying workplace trends, providing unique insights, and consulting with leaders to solve systemic problems regarding employee relations.

     

    This is a professional position of a specialized nature in the Office of Administration, Human Resources Department. Employee Relations Consultant/EEO will assist with policies, which prohibit discrimination, retaliation, and harassment based on any protected status. The Employee Relations Consultant/EEO will also assist with implementing and enforcing policies on a day-to-day basis by sharing information about the policies, receiving reports of potential violations, coordinating measures that help protect safety and well-being, investigating reports, and managing disciplinary action hearings.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    ·         Works collaboratively with key partners across DHS to investigate and resolve complaints filed under applicable Allegheny County policies.

    ·         Responsible for the prompt, impartial, and thorough investigation of allegations of discrimination policy violations, including discrimination on the basis of race, color, religion, genetics, sex, gender identity, sexual orientation, age, national origin, ancestry, veteran, or disability status.

    ·         Maintains a thorough and well-documented investigative process by gathering and documenting evidentiary material. Maintains accurate and thorough records and notes of investigatory process. Develops professionally written, comprehensive, unbiased written reports that include a summary of facts and recommended findings.

    ·         Responsible for collecting the relevant facts related to the reported discrimination allegation and assess the steps necessary to support compliance with Allegheny County and its Contract Staffing agencies policies and applicable state and federal laws.

    • Advises managers on disciplinary issues including misconduct, policy practice violations, corrective actions, probation, and termination. Reviews involuntary terminations and disciplinary decisions for fairness, consistency, and potential legal liability.

    ·         Analyzes and logically comes to conclusions and investigative outcomes.

    ·         Serves as a point of contact for those seeking information or wanting to report allegations of discrimination.

    ·         Acts as a neutral party through all aspects of an investigation and promotes a fair and neutral process for all parties involved.

    ·         Promotes organizational compliance with Allegheny County policy and applicable laws.

    ·         Assists in the maintenance of the database used to track discrimination allegations and resolutions.

    ·         Establishes timely communication with all parties, including those with a need to know in order to recommend/make appropriate and timely decisions.

    ·         Maintains a high level of confidentiality on all office and investigation proceedings consistent with Allegheny County policy and applicable law.

    ·         Communicates and consults regularly with the Chief Human Capital Officer on updates regarding the status of allegations, complaints received, and investigations in progress.

    ·         Will keep apprised of new developments and best practices in the fields of discrimination investigations and other relevant federal and state legislation and regulations.

    ·         Establishes effective tools with the goal of streamlining, improving communications, and reducing barriers.

    ·         Maintain thorough knowledge of current federal, state, and local regulations and requirements regarding recruitment.

    ·         Ability to work weekends and evenings and travel (when necessary or assigned).

     

    SUPERVISORY RESPONSIBILITIES

    This job has no supervisory responsibilities.                         

    ADDITIONAL RESPONSIBILITIES

    From time to time the employee will be required to perform additional tasks and duties as required by the employer.       

     

    KNOWLEDGE, SKILLS AND ABILITIES

    ·         A minimum of five successive years of recent, substantive work experience and ability conducting investigations of discrimination in a government, non-profit, or other relevant setting. Detailed background and training in conducting sensitive and confidential investigations required.

    ·         In depth knowledge of the federal and state laws pertaining to civil rights, discrimination, harassment and affirmative action, including the Equal Employment Opportunity Act of 1972 (EEO), Americans with Disabilities Act (Title II), Title VI of the Civil Rights Act of 1964 (Title VI), Title VII of the Civil Rights Act of 1964 (Title VII), the Violence Against Women Act of 1994 (VAWA), the Age Discrimination in Employment Act (ADEA), all as amended where applicable, and other federal and state anti-discrimination laws and requirements.

    ·         Demonstrated ability to determine and apply the appropriate legal standards in assessing and investigating allegations of discrimination.

    ·         Extensive knowledge of the elements of proof for discrimination, harassment, sexual misconduct, and retaliation.

    ·         The employee will have demonstrated experience and ability in conducting investigations, composing clear, concise, timely and professionally written investigative reports, managing confidential information, and independently and efficiently managing a significant caseload.

    ·         Must be able to manage multiple cases and priorities and make sound decisions quickly.

    ·         Executive presence - must be able to flex up to high levels in the organization. Represent the company externally (depositions and mediations).

    ·         Demonstrated ability to exercise discretion, superior judgment, deductive reasoning, and analytical skills and neutrality in highly sensitive situations.

    ·         Tact, discretion, professionalism, maturity, and outstanding interpersonal, oral, and written communication skills are required.

    ·         Experience and ability to work successfully in a diverse community required.

    ·         Excellent interpersonal, presentation, facilitation, analytical, organizational. and communications skills.

    ·         Demonstrated ability to establish and maintain positive, effective working relationships.

    ·         Must be able to work independently, collaboratively across the organization, and under the Office of Administration, Human Resources Department.

    EDUCATION/EXPERIENCE REQUIREMENTS

    Bachelor’s degree in business administration, human resources, or human service-related field, plus a minimal of 5 years of experience working in a professional setting directly related to the responsibilities of the position. Employee Relations consultation experience required. Advanced degree in labor relations or related field with experience in laws, regulations and case law pertaining to EEO preferred.
