WORK LOCATION: 2128 Highway 39 North, MS
JOB TYPE: Full Time, Hourly, Non-Exempt
HOURS: Normal work shift for this position is 8 am-5 pm Monday-Friday; however, the start time is subject to change depending on departmental needs.
JOB PURPOSE
Performs a variety of customer service functions in assigned District; processing member-consumer bill payments, processing new memberships and accounts, processing work orders, responding to members' inquiries and issues while effectively communicating the Association's policies and procedures.
DUTIES AND RESPONSIBILITIES
PRIMARY FUNCTIONS:
- Processes member-consumers' payments. Balances daily collections and prepares bank deposits.
- Processes applications for membership and services; preparing service orders for connection/disconnection, transfers, and maintenance requests.
- Generate work orders for service and maintenance requests for staking and field personnel, and processes completed service orders and work orders before forwarding to accounting or mapping.
- Responds to member-consumers' inquiries and requests (in person and by phone) concerning their accounts and the Association's related service programs or Rules & Regulations. Makes all effort to resolve the member's issue as effectively (completely) and efficiently as possible or forwards to appropriate personnel to resolve.
- Coordinates meter reading process for the District, ensuring that the routes are uploaded/downloaded for the Meter Reader(s) and that the process is performed to meet the reading schedule. Verifies/checks meter reading variance reports and makes adjustments as applicable and/or authorized to ensure the members' billing is correct and billing schedule is met.
- Processes delinquent account service orders and prepares for field collection personnel to work per billing/collection schedule per Association's policies and guidelines.
- Performs a variety of clerical and administrative support activities including maintaining of district files, preparing/mailing of return check letters, updating of final bills, preparing of charge-off and credit-bureau lists, handling of personnel documents, and preparation of various forms and correspondence documents.
- May serve in a role as the District's receptionist, greeting and routing visitors and forwarding phone calls to the appropriate personnel.
- Processes the sales of materials and equipment to member-consumers, such as: meter bases, water heaters, pre-wired meter poles, etc.
- During large power outages; receives outage calls and enters members' outage ticket in the Association's outage management system, making note of significant information as reported by the member that will aid in the prompt restoration of service.
- Communicates with field personnel via radio, phone, e-mobile, other for members' service and operational procedures, and emergencies.
SECONDARY FUNCTIONS:
FUNCTIONS PERFORMED BY ALL EMEPA EMPLOYEES: Keeps informed and complies with all EMEPA policies, procedures and rules. Participates in Job Safety and Training. Complies with all EMEPA safety rules and regulations. Exercises reasonable care in the use and security of all EMEPA assets. Makes every effort to serve all members courteously and efficiently, to respond to their inquiries, satisfy their complaints and if unable to do so, refer them to the proper persons. Makes every effort at all times to do all possible to develop members support. Keeps supervisor informed of all activities and advising of unusual situations or problems that arise. Cooperates with all employees in maintaining good working relationships and high morale; exchanges ideas, information and job experiences.

Maintain good relationships in ALL contacts with the general public. Establishes effective working relationships, provides information, assistance, coordination, advice and other positive communication that best represents the business needs of the Association with the following:
- MEMBERS-CONSUMERS: Responds to inquiries, provides advice and assistance and promotes Association programs, policies, plans and services.
- GENERAL PUBLIC AND COMMUNITY: Maintains good relationships in all contacts with the general public and community. Presents a friendly, positive and professional image for the Association.
JOB SPECIFICATIONS
- EDUCATION AND ACCREDITATION(S): High School Diploma or GED; plus AA Degree in business and/or computer applications recommended.
- EXPERIENCE: Minimum of two years' customer service/cashier work experience with public contact; must be relevant to Association's business (bank teller, other utility cable, water, gas, etc.).
- KNOWLEDGE: Good English grammar and foreign language (recommended) computer applications such as: Microsoft Office products Word, Excel, Outlook, and PowerPoint.
- ABILITIES/SKILLS: Obtain working knowledge of billing, collection policies & procedures, service rules & regulations, and computer applications within a reasonable time span, and ability to effectively communicate Association's rules, policies & procedures to member-consumers/general public. Ability to multi-task effectively to perform job responsibilities
- DRIVING: N/A, other than possess a valid Driver's License.
- EQUIPMENT (INCLUDING SAFETY/PPE): Computer, calculator/adding machine, and other standard office equipment.
- PHYSICAL DEMANDS: Activities are performed at a counter, drive-thru window, computer terminal and desk; 80% of time sitting, and other walking and/or standing.
- WORK ENVIRONMENT: Office environment. Some travel may be required within and outside of the service territory. May be routinely assigned to another district to fill-in for vacant MSR. Overtime and adjusted work schedule as required (emergency situations).
