    Job Description

    HUMAN RESOURCES MANAGER

    EBA Engineering, Inc., a full -service civil and environmental engineering design and inspection firm, is seeking a full-time Human Resources Manager to be based in the company’s Laurel, Maryland, headquarters. This role reports to the company President and will serve as the HR representative for the company.

    The ideal candidate will be a dynamic and collaborative professional who can partner with EBA’s management and serve as an ambassador for EBA’s Human Resources Department. The Human Resources Manager will be involved in employee relation, talent acquisition, benefits administration, management support, and other initiatives.     RESPONSIBILITIES

    Manage various HR needs for company employees.

    Create job postings for open positions on various platforms like Indeed, LinkedIn, etc.

    Screen resumes and facilitate interviews.

    Process offers, new hire paperwork, benefits paperwork, and personnel onboarding.

    Perform benefits administration including processing benefit enrollments, terminations, changes, and open enrollment.

    Maintain paperwork for medical, disability, voluntary, and retirement benefits including 401k and ESOP.

    Ensure compliance with USCIS form I-9 employment eligibility, E-Verify, and periodic audits.

    Create and maintain personnel files for all employees in compliance with applicable legal requirements.

    Assist in government compliance recordkeeping to include E-Verify, Affirmative Action Reports, FMLA paperwork and First Reports of Injury for workers compensation.

    Manage benefits, and recruiting.

    Answer employee HR-related questions.

    Provide guidance and clarification on HR policies and answer manager questions.

    Help managers implement HR policies and best practices.

    Advise management on employee relations, compensation, benefits, performance management, talent acquisitions and legal compliance issues.

    Serve as an ambassador for the HR Department by promoting department programs related to employee health, training, and well-being.

    Comply with federal, state, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.

    Collaborate with managers/associates on various strategic plan initiatives.

    Plan and execute other HR related assignments, tasks, and special projects as needed.

    SKILLS

    Understanding of general human resources policies and procedures

    Strong knowledge of employment/labor laws

    Outstanding knowledge of MS Office; HRIS systems (e.g., ADP, Deltek) a plus.

    Excellent communication and people skills

    Experience with social media platforms including LinkedIn

    EDUCATION AND EXPERIENCE REQUIREMENTS

    Minimum 5 years of relevant human resources experience

    Bachelor’s degree in human resources or related field or comparable experience.

    PHR or SHRM-CP certification a plus

    EMPLOYMENT REQUIREMENTS

    U.S. citizen, Green Card resident, or work authorization in the United States

    Ability to successfully pass a federal, state, and local security background check

    Pre-employment drug screening
