Incumbent serves as EMS Administrator for Steuben County Emergency Medical Services (EMS), responsible for overseeing Department operations, business planning, budget development, supervising personnel, and ensuring compliance with professional standards and federal and state regulatory requirements.
DUTIES :
Develops, implements, and monitors master plan for delivery of emergency medical and transport services based on established goals and objectives that ensure provision of competent pre-hospital and out of hospital patient care.
Supervises and directs Department personnel, including determining personnel policies, practices and procedures related to staff recruitment, training and motivating, developing training documentation, records administration, evaluating performance, reviewing and developing job descriptions, scheduling, maintaining discipline and completing corrective actions as warranted, hiring and terminating paid EMS staff, and overseeing staff licensing and certification.
Works with EMS Medical Director to establish, implement, monitor, and revise the use of system-wide protocols, policies, and procedures for all patient care activities from dispatch through triage, treatment, transport, and non-transport.
Serves as advocate and proponent of the Steuben County EMS system.
Develops, implements, and oversees operating, revenue, and capital budgets for EMS Department and Steuben County Ambulance Service District by forecasting, submitting relevant data, and monitoring revenues and expenditures.
Manages EMS Department resources in accordance with standards consistent with delivery of competent patient care and maintenance of a positive public image, including medical supplies, treatment and diagnostic equipment, communications equipment, uniforms, vehicles, buildings, training equipment, physical plants and offices.
Maintains and implements Standard Operating Procedures (SOPs) and Scope of Practice Model (SOPM) for EMS Department, including ensuring consistency with national, state and local standards, maintaining approval by the agency's Medical Director, and referencing SOPs and SOPM in agency's Medical Supervision Plan and annual state licensure application.
Serves as EMS Department representative and liaison by coordinating with other County, local, and regional emergency response agencies in emergency situations and other incidents as necessary.
Performs in public relations and clinical outreach functions through community education programs, including CPR/First Aid certifications, community events, public meetings, and activities on a local, state, and regional basis as requested.
Develops and implements training and certification programs and SOPs. Develops and implements an annual EMS training calendar or delegates to Deputy.
Manages the EMS Department's payables, accounts receivable, and ambulance run billing systems.
Attends various meetings as required, including County Commissioner and County Council meetings.
Attends conferences, seminars, workshops, and related professional education and development programs.
Responds to emergencies on a 24-hour basis.
Performs related duties as assigned.
I. JOB REQUIREMENTS :
Associates degree in public management, business administration, or related field required. Bachelor’s degree preferred. Minimum of three (3) years of management experience. Consideration will be given for equivalent combination of relevant education and experience.
Knowledge of Paramedic skills, Paramedic certification not required.
Thorough knowledge of local, state, and federal rules, regulations, policies and procedures with ability to ensure compliance when overseeing EMS Department operations, personnel, and administrative functions and developing policies and programs for Department.
Thorough knowledge of and ability to effectively administer various theories, principles, and practices of public administration, emergency medical techniques and procedures, and public safety policies and personnel, with ability to develop, implement, and monitor a master plan for delivery of emergency medical and transport services.
Practical knowledge of standard principles of government finance and budget processes and ability to develop, implement, and oversee budgets, forecast and submit relevant data, monitor revenues and expenditures, manage payables, accounts receivable, and ambulance run billing systems, and prepare required reports and records.
Practical knowledge of customary practices, procedures, rules, and regulations of the EMS Department, fire, EMA, and public safety agencies with ability to assist in establishing implementing, monitoring, and revising system-wide protocols, policies, and procedures for all patient care activities and maintain responsibility for dispatch phones.
Working knowledge of current training programs and ability to develop and direct training of Department personnel.
Working knowledge of modern data management, records, and reporting systems, standard office procedures and computer software programs used by the EMS Department, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Working knowledge of community geography, street names, locations, and landmarks.
Working knowledge of Department bloodborne pathogen exposure reporting procedures, and ability to protect oneself from contacting infectious diseases by avoiding high risk environments and by having knowledge of and utilizing universal health precautions.
Working knowledge of radio frequencies, procedures and limitations, and ability to speak clearly and distinctly, hear and be heard and understood in person, by radio, and by telephone.
Working knowledge of standard English grammar, spelling and punctuation, and ability to compose correspondence, maintain data and records, and prepare reports within required deadlines.
Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to effectively communicate orally and in writing with co-workers, other County departments, hospitals, Medical Director, vendors, Coroner’s Office, provider administrators and staff, various County boards and councils, other emergency personnel, law enforcement agencies, dispatchers, other County and state departments, community groups, local, state, and federal emergency management service personnel, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to properly operate standard office equipment, including computer, telephone, copier, scanner, and printer.
Ability to properly operate emergency response vehicles, medical devices, and equipment used in pre-hospital and in-hospital patient care.
Ability to manage EMS Department resources, including medical supplies, treatment and diagnostic equipment, communications equipment, uniforms, vehicles, buildings, training equipment, physical plants and offices.
Ability to perform duties in a professional and cooperative manner, including leading by example and maintaining good rapport and demonstrating constructive problem solving with both medical and non-medical individuals.
Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.
Ability to effectively supervise and direct assigned personnel, including determining personnel policies, practices and procedures related to staff recruitment, training and motivating, developing training documentation, records administration; evaluating performance, reviewing and developing job descriptions, scheduling, maintaining discipline and completing corrective actions as warranted, hiring and terminating paid EMS staff, and overseeing staff licensing and certification.
Ability to plan and make public speaking presentations at community events and public meetings.
Ability to work alone with minimum supervision and with others in a team environment, often under time pressure, and on several tasks at the same time.

Possession of a valid driver's license and demonstrated safe driving record.
II. DIFFICULTY OF WORK :
Incumbent’s duties are broad in scope, making decisions relating to the management of County’s technical services and operations. Independent judgment is required in developing, implementing, and monitoring master plan for delivery of emergency medical and transport services. Incumbent is governed by precedent or specific policies, requiring judgment to adapt to diverse and highly variable situational requirements.
**III. RESPONSIBILITY : **
Incumbent develops own objectives for areas of responsibilities, establishes major Department policies, procedures, and performance standards with almost total autonomy. Incumbent refers unusual and unprecedented situations to governing authority, such as personnel problems and major equipment needs. Incumbent's work is reviewed for appropriate supervision or direction of assigned operations and effect on Department goal/objectives.
**IV. PERSONAL WORK RELATIONSHIPS : **
Incumbent maintains frequent communication with co-workers, other County departments, hospitals, Medical Director, vendors, Coroner’s Office, provider administrators and staff, various County boards and councils, other emergency personnel, law enforcement agencies, dispatchers, other County and state departments, community groups, local, state, and federal emergency management service personnel, and the public, for the purposes of explaining and interpreting policies and procedures, coordinating operations, supervising and directing personnel, resolving problems, and rendering services.
Incumbent reports directly to County Commissioners.
**V. PHYSICAL EFFORT AND WORK ENVIRONMENT : **
Incumbent performs duties in a standard office and at emergency scenes, involving sitting/walking at will, standing/walking for long periods, lifting/carrying/pushing/pulling objects weighing up to 25 pounds, handling/grasping/fingering objects, driving, keyboarding crouching/kneeling, bending/reaching, close/far vision, color/depth perception, hearing sounds/communication, and speaking clearly.
Incumbent is regularly required to work extended hours and respond to emergencies on 24-hour basis and is occasionally required to work evenings and weekends, and travel out of town for training, sometimes overnight.
VI. OTHER:
The EMS Administrator position is an appointed position of the County Commissioners. Specific job duties and job requirements are established at the discretion of the County Commissioners. A person appointed to the EMS Administrator position serves at the pleasure of the County Commissioners, works exclusively for the County Commissioners, and may be terminated by the County Commissioners at any time.
