    General Responsibilities:

    The Community Services Program offers a wide range of services, including the Comprehensive Energy Assistance Program (CEAP), to income-eligible community members; ensuring they can pay their bills during difficult financial times, while connecting them to resources that help them transition out of poverty and into self-sufficiency.

    Essential Functions:

    Maintain confidentiality of client/agency information as required by State and Federal laws, appropriate regulations, and professional practice.

    Ability to communicate effectively in written and/or verbal form to individuals and/or groups with a clear and concise explanation of CEAP processes and services.

    Initiate and set goals for programs according to the strategic objectives of the organization. Devise evaluation strategies to monitor performance and determine the need for improvements.

    Must consistently demonstrate and communicate EOAC’s Mission and Vision.

    Must consistently demonstrate excellent customer service with a compassionate attitude towards all clients. Assess customer needs and coordinate resources to assist clients in crisis situations and vulnerable circumstances. Develops and implements a plan to transition individuals from poverty through community outreach that follows the EOAC strategic plan. Maintain confidentiality of confidential/sensitive client/employee, data and information.

    Hire, manage, and train staff and volunteers, in accordance with the Corporation’s Personnel Policies and Procedures. Supervises case managers, duties, and data production; develops and implements Staff Development for personnel on a cycle for knowledge, skills, and job specific responsibilities. Provide feedback and resolve complex problems.

    Develops, tracks, and communicates program fund allocations to staff and senior management on a weekly, monthly, quarterly, and yearly basis.

    Develops and tracks the budget and staffing patterns in accordance with fiscal parameters for the Community Programming component; Assures balances for budgets for program areas.

    Develop positive relationships with community groups and local businesses; Provides effective interface with advisory boards, neighborhood councils, special committees and other agencies and non-profits. Liaise with local schools, other community groups, and other EOAC programs to provide assistance to those in poverty.

    Prepares and submits written reports to TDHCA and other entities on the progress of activities of Community Services components. Share in knowledge dissemination, reporting and communications. Keep senior management informed with detailed and accurate reports or presentations

    Assist with the development and coordination of fundraising and public relations.

    Development and manage program budget including tracking of fund expenditures and financial reporting with CFO or designee. Review of contract documents and contract negotiation activities for assigned programs and funds. Seeks Grants and resources to enhance EOAC funding and services.

    Evaluates programs and personnel for efficiency and effectiveness.

    Assists clients with applications in-person, online, or over the phone. Provide and solicit qualified patrons for assistance.

    Other duties as assigned.

    Competencies:

    Must have good organizational skills and proven ability to work within timelines to meet demands. Must be able to prioritize multiple tasks.

    Advanced skill and familiarity with Microsoft Office Applications: Word, Excel and Outlook.

    Working knowledge of program management software (e.g. Basecamp, MS Project etc.)

    Coordinate and supervise team activities, mandatory meetings and trainings, and meet the service delivery standards set forth by the Community Services Program and EOAC.

    Provide Information and Referrals to other EOAC services and/or other community services as need by applicants.

    Ability to work independently with flexibility within a team environment; ability and willingness to work as a team member to support EOAC’s mission and goals.

    Maintain excellent professional relationships with vendors, and community partners.

    Work Environment

    This job operates in a professional office environment with ambient lighting, and climate control.

    This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    Prolonged sitting.

    This job works with clients who are in high stress situations; ability to de-escalate tense situations is necessary.

    Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    While performing the duties of this job, the employee is regularly required to talk or hear customers in-person, and over-the-phone.

    The employee frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms.

    This is a largely sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary. Individuals may need to sit or stand as needed. This position may require walking primarily on a level surface for periods of time as well as reaching above shoulder heights or below the waist or lifting as required to file documents or store materials throughout the workday. Proper lifting techniques are required. This position may occasionally lift up to 25 pounds for files and computer printouts.

    Minimum Qualifications:

    Bachelor’s Degree from accredited university in Sociology, Psychology, Human Services, or a related field and at least three (3) years in management experience.

    ORAn Associate’s degree from accredited university in Sociology, Psychology, Human Services, or a related field and at least five (5) years in management experience.

    Must be able to pass Criminal History check.

    Must be able to pass pre-placement physical assessment and drug screen.

    Travel:

    Travel as required for visiting sites in the nine counties the program services.

    In and out of state travel as required for training and development.

    Preferred Qualifications:

    Bilingual (Spanish)

    A master’s degree in Sociology, Psychology, Human Services, or a related field and at least two (2) years in management experience.

    Other Duties:

    Perform all other duties as deemed necessary by the Executive Director.

    Work Schedule:

    This is a full-time, exempt position. Evening and weekend work may be required as job duties demand.
