    General Responsibilities:

    Essential Functions:

    Must be able to communicate effectively to individuals/groups in both verbal and written form. ex: coworkers, clients, the public, and suppliers/vendors.

    Must consistently demonstrate and communicate EOAC’s Mission and Vision.

    Administers various human resource plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures; assist in maintaining the employee handbook and the policies and procedures manual.

    Maintains all employee and applicant documentation as dictated by governing agencies, including disciplinary action. Maintains employee personnel files. Maintains human resource information system records and compiles reports from the database.

    Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. Attends unemployment hearings when necessary.

    Assists recruitment effort for nonexempt personnel, interns and temporary employees; conducts new-employee orientations; and writes and places advertisements, assists with interview process, conducts phone screens and in-person interviews as directed, processes applications through applicant tracking software, attends job fairs.

    Assists with employee relations as directed by the Human Resources Manager.

    Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9.

    Distributes and monitors employee performance evaluations and ensures they are done in a timely manner (i.e., probationary, and annually thereafter). Updates, monitors and maintains eligible salary adjustments/increases based on probationary and annual evaluations; ensures COLA rates and any other salary adjustments are processed.

    Reports, maintains and monitors all workers' compensation case files; follows-up on open cases.

    Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation or changes. Organizes and manages annual open enrollment communications and election process. Maintains and distributes list of new and cancelled employees under each benefit plan. Ensures timely entry of entry and cancellation of benefits into COBRA system, retirement system, and HR software (Abila).

    Assists in coordinating employee recognition programs.

    Participates in administrative staff meetings and attends other meetings and seminars as required by the HR Manager.

    Assists in evaluation of reports, and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.

    Maintains compliance with federal, state and local employment and benefits laws and regulations.

    Other duties as assigned by HR Director or Executive Director.

    Work Environment

    This job operates in a professional office environment with ambient lighting, and climate control. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    Physical Demands

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files up to 30 pounds, open filing cabinets and bend or stand on a stool as necessary.

    Minimum Qualifications:

    Must be able to pass Criminal History check.

    A valid Texas driver’s license is required.

    A bachelor's degree and one to two years of HR experience, or six years of experience in the HR field, or any similar combination of education and experience.

    Preferred Qualifications:SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.

    Travel:

    Ability to travel when required.

    Other Duties:

    Perform all other duties as deemed necessary by the Executive Director and/or HR Manager.

    Work Schedule:

    This is a full-time position. Occasional evening and weekend work may be required as job duties demand.
