    JOB DESCRIPTION

     

    PROGRAM MANAGER: COMMUNITY MENTAL HEALTH REHABILITATION SERVICES

    The Program Manager is directly supervised by the Chief Executive Director or designee for the agency and shall provide direct administrative and clinical supervision to the Mental Health Skill Building and Intensive In-Home Counseling Services Programs. The Program Manager will be responsible for the implementation of the policies, procedures, and programs operated by EZETT Youth & Family Services. The Program Manager will be responsible for maintaining the growth and stability of the programs being managed as well as creating and implementing additional programs.

    POSITIONS QUALIFICATIONS:

    . Must be a resident in counseling or supervisee in social work registered with a Virginia Board.

    · Must meet qualifications for QMHP-A/C as established by DBHDS.

    · Possess strong verbal and written communication skills

    · Must be knowledgeable in basic computer/typing skills.

    POSITION RESPONSIBILITIES

    • Shall be responsible for day to day operations of all CMHRS programs.

    • Shall be responsible for identifying needs of staff and the programs and make recommendations to the management team for changes in existing programs and or the addition of needed services to clients.

    • Shall be responsible for providing assistance and support to all QMHPs as needed.

    • Shall be available for twenty-four-hour crisis response and intervention and administrative support when on call as needed.

    • Oversees the quality assurance of service delivery to individuals receiving services through training and development of staff.

    • Shall be responsible for leading weekly team meetings.

    • Shall be responsible for leadership and the provision of direct communication as it relates to the clinical needs of clients, performance of staff and any other pertinent tasks that may be a part of or affect the overall operations of the agency

    • Ensures that billable hours are achieved for individuals assigned to QMHPs under their supervision.

    • Works on personnel decisions, human resources tasks including position appointments, terminations, staffing issues, and disciplinary actions.

    • Evaluates staff performance and provide feedback for improvement.

    • Shall be responsible for ensuring that all services provided by QMHPs and other direct care staff are of the highest quality, in compliance with standards of care, and that proper documentation is maintained.

    • Ensures that all regulatory, licensing, and accreditation standards for programs managing are met by EZETT YFS

    • Ensure the review/auditing of all client records on a monthly basis

    • Provide clinical insight of program and services delivered

    • Responsible for providing the Management team with monthly record review audit information.

    • Shall oversee training of QMHP-Ts

    • Shall assess prospective clients for medical necessity of services provided.

    • Shall perform other duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES

    • Thorough knowledge of principles and techniques of youth and family counseling
    • Though knowledge of principles and techniques of basic interviewing and assessment skills
    • Working knowledge of human services system and relevant community resources
    • Ability to conduct and facility meetings
    • Ability to form effective supervisory relationships with subordinate staff
    • Ability to maintain effective working relationships with other social services providers, referral sources and service recipients
    • Ability to communicate effectively both orally and in writing

    MINIMUM REQUIREMENTS:

    Master’s degree in DBHDS approved Human Services field. Resident in Counseling or supervisee in Social Work registered with the appropriate Board or is eligible to register. Driver’s License, reliable vehicle, and automobile insurance. Individual must have 2 years of QMHP field work experience and at least 1 year of supervisory / personnel management experience.
