  • Responsibilities

    Analyzes requirements of information needed for internal and external constituents of El Paso Health.  Translates functional business requirements into specific system requirements.  Designs high level computer programming projects.  Effectively and efficiently utilize database, DTS packages, stored procedures, reports and data files to complete project requirements.  Documents, tests, and implements modifications to existing applications that support business functions.  Evaluates business problems and opportunities for maximizing utilization of resources.  Understands the impact of technology changes on workflow and work processes.  Mentors junior staff, works collaboratively with peers, and serves as subject matter expert during process evaluation, problem resolution and system implementation.  Provides support and training to El Paso Heath staff in the effective utilization of existing systems.

    Required Skills

    1. Effective and professional project management skills.
    2. Highly effective written and oral communication skills are required.
    3. Proficient in operation of managed care computerized applications.  Preferably claims processing payor systems, medical billing systems and financial application systems.
    4. Strong technical skills in a wide variety of hardware, software, and operating systems.
    5. Ability to translate user requirements into applicable support systems and processes that exceed end-user’s expectations.
    6. Must demonstrate detailed knowledge of relational database schemas, project management, development methodologies and programming using Windows applications in a client-server environment.
    7. Ability to work in a consultative manner (prior consulting experience a plus).
    8. Proficient in creative problem solving and excellent analytical skills.
    9. Must demonstrate detailed knowledge of relational database schemas, programming design/development methodologies and programming on a Windows platform in a client-server environment.
    10. Ability to actively participate in performance improvement teams.
    11. Ability to handle stressful situations and multiple tasks in a support role. 12.  Strong functional and detailed analysis skills with process oriented focus are required. 13.  Demonstration of the ability to lead and coach junior analysts and team members in systems projects and hospital operational issues.

    Required Experience

    Work Experience Three years of experience as Systems Analyst / Programmer in a managed care or healthcare organization involving a wide range of healthcare related businesses required.  Experienced in applying the systems development lifecycle in planning, managing, and implementing multiple projects.  Required experience in supporting managed care operations to include financial systems, claims processing, member services, enrollment services, provider relations, health services, credentialing, systems configuration, and third party recovery.   License/Registration/Certification None.

    Education and Training Bachelor degree in Information Systems or related field required.
