    Job Description

    The Family Services Manager oversees EOCP’s rapid rehousing efforts for homeless families living at the Crossroads Emergency Housing Program and homeless families in the community. In addition, this position collaborates extensively with the Director of Transitional Housing Services and the staff of Matilda Cleveland and the Families in Transition transitional housing programs. Primary duties include the development of partnerships with service providers to assist families obtaining services, program management, coordination of case conference, creation of program forms, etc. This position also coordinates trainings for basic living skills and parenting, creation/implementation of children’s tutorial program, and plans recreational and cultural events/field trips for families at Crossroads.

    The Family Services Manager promotes a positive, professional attitude towards families, staff members and volunteers. Supervises and supports the program’s Family Case Managers and two Housing Advocates and carries a caseload of families who need services.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    MANAGEMENT OF RAPID REHOUSING FAMILY PROGRAM

    • Works closely with the Family Case Managers, two Housing Advocates to ensure that families receive appropriate services while in emergency housing and secure permanent housing within 45-60 days.

    • Collaborates with the Director of Transitional Housing Services, transitional housing staff and Crossroads emergency housing program to ensure a seamless delivery of services for families that meet the requirements for rapid rehousing.

    • Develops partnerships with outside providers to assist families in obtaining and maintaining permanent housing and employment.

    • Develops/maintains a continuum of services that will enable families to obtain:

      • Employment or other income eligibilities
      • Budgeting skills
      • Development and implementation of a money management plan
      • Assesses need for Temporary Financial Assistance
      • School enrollment for all school-aged children
      • Secure child care for all preschool aged children
      • Implementation of Children’s homework plan
      • An age-Appropriate children’s schedule, including play and nap time and bedtime
      • Connections to medical, mental health, substance abuse resources as applicable
      • Education for basic living and parenting skills
      • Permanent housing
    • Ensures that families that have been permanently housed have a network of support that allows them to maintain housing and self-sufficiency through the work of the Family Case Managers.

    • Develops and maintains required program forms.

    • Coordinates weekly family rapid rehousing case conference.

    • Assists with the development/maintenance of a housing inventory log. Collaborates with the Crossroads staff in charge of landlord relationships.

    • Handles incident reports and other program issues as they arise.

    • Develop/maintains resource packets for families moving into permanent housing.

    • Provides trainings for basic living skills and parenting at Crossroads.

    • Creates and maintains program structure for children’s tutorial program at Crossroads.

    • Plans recreational/cultural events and fieldtrips for families at Crossroads

    • Actively participates in weekly supervision with the Director of Programs.

    ADMINISTRATION AND PROGRAM EVALUATION

    • Gathers statistical data to monitor program effectiveness through the County’s Homeless Management Information System (HMIS), including the number of housing applications completed and obtained, employment applications completed and obtained, and documentation of mainstream benefits.
    • Tracks client participation in parenting workshops and other program activities.
    • Maintains accurate sign in sheets for all family related groups.
    • Maintains an accurate account of residents’ progress, via case file progress notes.
    • Utilizes program data to analyze the team’s progress on outcomes and adapts program strategies accordingly.
    • Reviews client satisfaction survey with family team once a month.
    • Assists with the completion of grant reports.

    PERSONNEL

    • Manage staffing schedule for 24 hour coverage of Crossroads Family Rapid Rehousing Program.
    • Recruit, train, supervise and evaluate program and housing staff.
    • Conduct written performance evaluations of staff.
    • Review and sign all employee timesheets.

    COMMUNITY COLLABORATIONS

    • Ensures that families are connected to the community resources they need for well-being and long-term sustainability.
    • Responsible for forming partnerships through written Memoranda of Understanding (MOU) with community service providers that will assist homeless families in the following areas: Substance abuse and mental health interventions, employment, Employment, Housing Authorities and other low income housing agencies, Oakland Unified School District, Head Start, Department of Social Services - Cal-Works, Child care providers. Children’s Hospital and/or other health care, local colleges and universities, high schools, churches.
    • Additional community collaborations as needed by families.
    • Recruits and forms collaborations with volunteers in the community who can support the program’s activities and/or provide support to families.

    VOLUNTEER COORDINATION

    • Responsible for assigning/orienting volunteers
    • Responsible for recruiting volunteers to work in the following areas:
      1. Tutorial and homework assistance
      2. To provide respite for parents
      3. To assist with life skills groups
      4. Assist with planning outer-agency activities

    MODELING BEHAVIOR

    Other duties as assigned

    SUPERVISORY RESPONSIBILITIES: Responsible for the supervision of two Family Case Managers, two Housing Advocates and volunteers (who assist families including recreational activities, assistance with homework assignments, tutoring, outer-agency activities and respite interventions).

    QUALIFICATIONS

    EDUCATION AND EXPERIENCE

    Bachelors in Social Work or BA level Psychology. Five years of case management, housing, Motivational Interviewing and harm reduction experience. Three to five-year track record in program management and supervisorial work. Other qualifications include:

    • Familiarity with rapid rehousing and Housing First

    • Compassionate, firm and consistent approach needed to work target population
    • Comfortable and willing to work in inner-city environment
    • Skilled in conflict resolution
    • Strong self-awareness and sense of limitations. Appropriate professional and personal boundaries with high integrity
    • Knowledgeable about dynamics of homelessness, families, substance abuse, mental health, domestic violence and parenting

    LANGUAGE SKILLS: English, second language, especially Spanish or American Sign Language a plus

    MATHEMATICAL SKILLS: B.A. level

    REASONING ABILITY: Able to utilize good judgment, think logically and make sound decisions. Demonstrated ability to outline realistic service plans.

    COMPUTER SKILLS: Experience working with computers and successful utilization of Word and Excel. Must possess knowledge of the internet and be able to retrieve resources and email.

    CERTIFICATES, LICENSES, REGISTRATIONS: First aid and CPR certificates required. Current California Driver’s license, automobile registration and insurance.

    PHYSICAL REQUIREMENTS: Must dress neatly and professional when reporting to work. This position requires an annual tuberculosis test
