    Easter Seals Blake Foundation (ESBF) is looking for a well-qualified behavioral health professional who can provide dynamic leadership and dedicated efficacy to our behavioral health clinic operations in Pima County. This position will provide clinical and administrative oversight of children ages 6 to 17 and adults receiving behavioral health services. This an exciting opportunity with a rapidly growing company that focuses on providing quality behavioral health clinical care for children and their families.

    General Position Description:

    The Easter Seals Blake Foundation (ESBF) Pima County Clinical Manager position reports to the Clinical Director and is responsible for the overall program implementation, administrative management, and clinical operations of the assigned outpatient clinic. This position provides supervision and oversight of the BH outpatient clinic, including training and supervision of program staff to ensure quality behavioral health services are provided to the community.

    Essential Duties and Responsibilities:

    • Develop program with input from stakeholders, utilizing best practice models in serving children, families, and adults, and integrate them into the existing BH outpatient clinic
    • Work in partnership with the ESBF Quality Management team in evaluating programs and adjusting program delivery based on evaluation.
    • Oversee clinic operations, ensuring that they are in compliance with RBHA and state contractual and regulatory requirements.
    • Interview, hire, train, supervise, and support clinical staff.
    • Provide regularly scheduled administrative, clinical, and reflective supervision, individually and in a group setting.
    • Monitor quality of work and provide feedback through audits, reviews, and regular supervision.
    • Monitor service provision to ensure clinical staff are documenting all direct clinical services in the Electronic Health Record and are therefore meeting productivity requirements.
    • Under the direction of the BH Administration team, this position is responsible for managing the behavioral health budget of the assigned site by monitoring expenses, hiring, and productivity.
    • Provide assessment and clinical evaluation as needed for children, families and adults with complex mental health needs.
    • Coordinate service provision and collaboration with community stake holders, other BH providers, and members participating in the ESBF Advisory Committee.
    • Work under the direction of the ESBF BH Administration team to ensure all site business operations, quality management practices, and compliance measures meet regulatory standards.
    • Coordinate clinical services at the assigned site and ensure that services meet all quality standards set by ESBF, the RBHA, and state.
    • Attend required trainings per contractual agreements.
    • Facilitate staff meetings to disseminate information, oversight, and case presentations.
    • Develop and provide trainings as deemed necessary.
    • Ensure assessment, planning, and implementation of clinical interventions.
    • Any other duties as assigned.

      Comply with State, Federal and Other Relevant Regulation/Requirements-

    • Report suspected neglect/abuse to Department of Child Safety and Adult Protective Services and supervisor, and promptly complete required documentation.
    • Comply with privacy laws and requirements under HIPPA regulations.
    • Follow all safety procedures required by ESBF.
    • Track, monitor, and evaluate quality service and outcomes and modify program as necessary.

      Knowledge of:

    • Best practices in clinical interventions with families and adults.
    • Human development across the life span.
    • Trauma informed care.
    • Principles and standards related to professional ethics within ESBF and various disciplines (Social Work, Marriage, and Family Therapy, Counseling, etc.).
    • Provision of behavioral health services in Arizona.
    • DSM-V
    • Family systems theory, ecological systems theory, and development theory.
    • Community and state mental health resources and referral processes.
    • General organizational structure of Department of Child Safety (child welfare) and Behavioral Health systems in Arizona.
    • Arizona Board of Behavioral Health requirements for clinical staff.

      Skills in:

    • Program development and quality management including research, planning and data collection.
    • Plan, organize, and coordinate multiple program development activities.
    • Differential diagnosis and clinical intervention for families and adults.
    • Writing and reviewing clinical documentation.
    • Ability to support staff in wide variety of clinical needs.
    • Effective communication and collaboration with community and state agencies.
    • Skills in personnel management and supervision.
    • Using basic management information systems.
    • Participating in interdisciplinary teams.
    • Program development and quality management.

    Education, experience and licensing requirements:

    • Master’s degree in behavioral health related field (social work, counseling, psychology, education, public health).
    • Independently licensed clinicians are preferred (LMFT, LCSW, LPC,  LISAC). 
    • Experience providing therapeutic services.
    • Prior supervisory experience.

      Other general requirements:

    • Employment contingent upon satisfactory, criminal background check.
    • Personal vehicle in safe operable condition for work related appointments.
    • Obtain and maintain in Arizona Driver’s License and proof or auto insurance & valid registration at all times.
    • Driving record that meets the standards of the agency at all times.
    • Obtain and maintain current CPR and First Aid certification.
