    POSITION IS CONTINGENT UPON CONTRACT AWARD

     

    POSITION TITLE: Care and Treatment Advisor (GS-13 equivalent) LOCATION: Jakarta, Indonesia

     

    JOB RESPONSIBILITIES:

     

    The Care and Treatment Advisor (Advisor) will provide technical guidance for the growing USAID/Indonesia HIV portfolio funded through the annual Regional Operational Plan (ROP) and incentive funding (Accelerate and Scale the Asia Program - ASAP funding). The Advisor will coordinate with other USAID/Indonesia Health Office, development partners, the national and sub national of the Ministry of Health, and civil society; and serve as a liaison with GF to advance the GOI’s, US Government’s (USG), GF’s, and other stakeholders’ shared plan to achieve epidemic control. The advisor will contribute to the design of all new HIV and TB programs, and the adjustment of current programs to accelerate the achievement of HIV and TB epidemic control. The advisor will coordinate data quality reviews, management, and evaluation of all USAID/PEPFAR HIV investments. The advisor will advise USAID senior management on all HIV and TB strategy and operations, and will incorporate evidence-informed programming, maximizing impact by coordinating across sectors, and leveraging investments of other development partners and all levels of the GoI .

     

    The Advisor will provide technical advice to both USAID/Indonesia and the Chief of Mission (COM) on HIV and TB technical questions. The Advisor is expected to provide technical guidance and participate with the USG in shaping the national HIV and TB dialogue and response plan leading to the attainment of epidemic control.

     

    The Advisor will be based at the USAID office in Indonesia. The Advisor will work closely with and receive technical direction from HIV & TB Team Leader and the Health Office Director. The Health Office Director will serve as their Point of Contact.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

     

    The Advisor will provide technical guidance and advice to USAID; support program management including PEPFAR administrative requirements, monitoring and evaluation (M&E) and partner support; and participate in providing technical guidance within the sector, including coordination with donors and Government of Indonesia (GOI), etc. The Advisor will also provide capacity building and technical advice to USAID staff.

    HIV and TB prevention, treatment, control and support programs in Indonesia are accelerated to achieve epidemic control (50%)

    • Provide expert technical guidance in the area of care and treatment for TB and HIV and coordinate with the USG in Indonesia, including USAID and other Agencies (primarily Department of State), as well as to coordinate with relevant stakeholders outside the US Embassy, other international development partners, civil society, and others.
    • Engage in the national dialogue on HIV and TB, moving the national response forward technically and programmatically.
    • Identify target sites/or districts/provinces for future USAID support based on data analysis; research; and political, donor, and USAID programming landscape analysis.
    • Develop scale-up plans for accelerating achievement of HIV epidemic control, including case finding, Antiretroviral Therapy enrollment and retention, viral load testing, expanding HIV testing among TB patients, ensuring TB/HIV co-infected patients have access to life-saving ART, and expanding access to TB preventive treatment for PLHIV, including counselling and proper management of adverse events and expediting introduction of shorter regimens.
    • Provide technical guidance and advice on the design of new HIV and TB activities to ensure their relevance to epidemic control.

    Build the capacity of USAID/Indonesia and Implementing Partners to leverage USAID/PEPFAR investments and TB portfolios to achieve epidemic control through donor coordination and use of data analysis for program decision making. (40%)

    • Work with development partners and the GOI to target and align PEPFAR programs with epidemiological and program data and areas of unmet need for HIV and TB services.
    • Working with USAID M&E staff, lead USAID/PEPFAR’s data quality assurance plans.
    • Work with the GOI on setting annual targets and ensure that IPs successfully communicate performance against targets, key challenges and suggestions to overcome obstacles.
    • Regularly update USAID’s HIV and TB data presentations as new information becomes available.
    • Provide advice and guidance on the on-going monitoring, evaluation, and partner management for all HIV and TB activities, ensuring that adjustments are made to increase effectiveness and address problems promptly as needed.
    • Strengthen HIV and TB donor coordination and technical collaboration to achieve the greatest synergies with available resources.
    • Strengthen coordination and collaboration among USAID’s PEPFAR IPs, TB portfolio IPs, the GOI, and other donors, including the GF.
    • Facilitate engagement and information sharing among technical staff at USAID office

    Anticipated learning outcomes: (10%)

    • Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health.
    • Advance leadership skills to successful support capacity building and knowledge sharing activities, and mentor and develop junior staff.
    • Apply leadership skills and technical expertise to support programmatic growth and scale up of HIV and TB epidemic control programs.

     

    PROFESSIONAL DEVELOPMENT:

     

    • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
    • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.

     

    MINIMUM QUALIFICATION REQUIREMENTS:

     

    • Master’s degree with 7 years’ relevant experience or Bachelor’s degree and 9 years’ relevant experience in in public health, epidemiology, community health, biostatistics, or another relevant area. Medical degree preferred.
    • Minimum of 5 years of relevant experience with two or more technical disciplines (such as, HIV, PEPFAR, TB, etc)
    • Five years of experience in HIV clinical and/or public health programming is required. This should include experience working with policymakers and/or senior government officials on adopting and scaling up best practices in health programming for TB and HIV.
    • Demonstrated success in managing or supporting HIV programming, including services for high risk key populations, preferably in Asia, is required.
    • Minimum of two years of prior PEPFAR program experience is essential and is required.
    • Demonstrated success in coordination and collaboration with a variety of development partners, including the Global Fund.
    • Ability to analyze, communicate, and translate data/evidence into program and policy guidance.
    • Excellent HIV and TB data presentation skills are essential for this position.
    • Strong interpersonal skills and excellent oral communication and writing skills.
    • Ability to work in teams and advance teamwork.
    • Demonstrated flexibility and openness in responding to PEPFAR and S/GAC work priorities and deadlines.
    • Full professional proficiency in English.
    • US citizenship or US permanent residency with the ability to obtain and maintain Facility Access required.
