    Job Title: Economic & Policy Analyst

    Job Location: Norfolk, VA 23510

    Schedule: Monday – Friday 8:00am-5:00pm

    Pay rate: $26.00-$30.00/hr.

     

    Overview:

    A full-time analyst role that helps the City’s Parking Division—and the broader organization—make data-driven decisions. You’ll research, model, and explain economic and operational issues so leaders can set policy, plan budgets, and improve services.

    Job Duties:

    • Build and maintain models to forecast revenue and expenses (e.g., parking rates, utilization, and operating costs). You’ll also manage the Parking Division’s Rate Model and support the Enterprise Controller with financial reporting.
    • Research and analyze policies—review past policies and outcomes, study current economic conditions, and recommend changes or improvements.
    • Supporting the citywide budget process—help departments prepare budget documents and write reports that summarize their financial condition.
    • Create reports and presentations—including revenue performance reports, manuals, and ad-hoc analyses for managers or public briefings
    • Improve operations—analyze Parking procedures, find efficiencies, and provide performance-management data to staff.


      Minimum Requirements:

    • About 1 year of relevant economic/policy experience (or an equivalent mix of education and experience). Strong writing, communication, and analytical skills; proficiency in Word, Excel, and PowerPoint.


      Preferred Requirements:

    • A bachelor’s degree (accounting, economics, finance, business, statistics, etc.), and ideally a master’s in a related field. Experience with advanced statistics is a plus.
    • Work requires broad knowledge of accounting, economics, budgeting, business administration, advanced statistics, of finance. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent.
    • Excellent oral and communication skills
