    JOB DESCRIPTION

    The Purchasing Manager will manage a procurement staff for the procurement of all site material (except subcontracts), equipment and services necessary for manufacturing and ensures efficient movement of materials required for meeting production schedules.  Assist in the review of supplier proposals for price, delivery time and quality. Monitors cost, schedule and performance factors of suppliers and programs to ensure adherence to budgets and customer requirements.  Researches and develops sources of supply for required commodities.  Evaluates material shortages and determines appropriate inventory levels.  Directs material procurement and program scheduling activities through the use of a computerized ERP System. Promote performance excellence and professionalism within the site’s Supply Chain Management function. The ideal candidate will have an insatiable desire for continuous improvement both for the organization and for their own professional development. 

     

    • Administer a program of effective procurement strategy incorporating lean materials management into the site procurement team.  Drive to optimum total cost, establish and manage terms and conditions, adhere to established quality standards, product specifications, schedules and Customer requirements and expectations.
    • Be a key member of the site procurement leadership team to establish ongoing strategy development and effectively interact with internal and external executives, business unit leads, and cross functional peers through healthy conflict and problem solving.
    • Maintain systemic methods ensuring material visibility and supplier delivery accuracy
    • Evaluate and determine labor requirements through workforce planning to ensure the best utilization of personnel and work flow to meet proposal and production schedules.
    • Select, train, and develop subordinates. Assign work for most efficient utilization of personnel, reviewing their activities to assure quality performance. Make appropriate promotional and salary recommendations or terminations.
    • Through effective planning and material management, enable leveraged spend and cost savings and strong negotiating positions across the enterprise.
    • Coordinate Configuration Control Board activities, ensuring that all changes affecting production as well as components and assemblies are actioned in a timely fashion.
    • In collaboration with Supplier Quality, continuously evaluate suppliers and optimize the supplier base through analyses of their capabilities, quality performance, delivery performance, price competitiveness, production rates and tooling availability. Requires knowledge of numerous industries including Aerospace, Avionics, Aircraft Manufacturing, Depot Support, and Maintenance, Overhaul and Repair (MRO) to ensure that purchased items meet established quality standards and specifications set forth.
    • Ensure company procurement policies and procedures required for purchase order terms and conditions, re-determinations, contract terminations and supplier relations and negotiations are followed to maintain compliance with all applicable Government laws including FAR, DFAR, DoD & FAA Regulations.
    • Maintain direct and strong relationships with affiliates, suppliers, internal and externals customer representatives to provide efficient, timely and cost‑effective procurement of materials. Keep abreast of innovation and industry trends in supply chain and strategic sourcing.
    • Review and approve Purchase Orders for compliance to company procurement policies and procedures, contract requirements, and compliance with all applicable Government laws and regulations.
    • Ensure the efficient resolution of departmental supply chain problems and coordinate problem resolution with all interfacing departments to provide optimum production, quality and delivery of Elbit America products.
    • Promote positive employee relations and adherence to company policies and procedures.
    • Maintain effective liaison with the Department of Defense, private and public agencies to ensure optimum negotiations and compliance with all government and contractual regulations.
    • Other related duties as assigned by management.

         

  • Qualifications

    Qualifications

    • BS or BA degree in Business, Supply Chain, Operations or equivalent related is required.  MBA or Master’s Degree preferred
    • Requires a minimum of 5+ years of experience functionally, 3+ years in management, 3+ years in industry
    • Familiarity with program management execution and financial reporting
    • Capability of bridging cultural differences is necessary
    • Demonstrated customer-oriented attitude with commitment to going above and beyond in meeting customer requirements
    • Strong written and verbal skills are necessary. 
    • Preparing concise briefings and presenting to diverse audiences. 
    • Ability to work as a team operating in an IPT environment is necessary. 
    • Strong interpersonal skills and ability to work with demanding customers on a daily basis.
    • Familiarity with computerized management systems such as ERP and PLM are necessary
