• Lead the development and implementation of the PSA’s Collaboration Strategy, ensuring communication and coordination strategies and approaches include all key internal and external stakeholders and are adapted to the different PSA’s phases, beginning with start-up and transition from GHSC-PSM through the different stages of supply chain evolution envisioned by USAID.

• Support PSA teams with strategic engagement with NextGen contractors, particularly QuTI, ICL, CTP, and TA, ensuring PSA teams can engage productively with essential stakeholders prior to, during, and after the transition to supply chain digital integration via the NextGen Control Tower Platform.

• Spearhead thought-leadership efforts by strengthening the PSA’s relationships with key global supply chain stakeholders, building productive working relationships with leaders and influence-shapers as well as media.

• Lead PSA coordination efforts in establishing and fostering productive global partnerships that advance healthy markets with USAID and diverse stakeholders to improve choice, availability and affordability for products that are the focus of this Task Order. Such partners include the Global Fund, the Bill & Melinda Gates Foundation, Unitaid, the UK Foreign Commonwealth and Development Office, Medicines for Malaria Venture, Clinton Health Access Initiative, FIND, WHO Global Malaria Program, WHO Prequalification, PAHO, FIND, Médecins Sans Frontières, Roll Back Malaria, and manufacturers of products relevant to this PSA. Specific responsibilities include:

• Represent the PSA in engagement with global partners on issues including malaria product markets, health policies and practices, and new product development, approval, and introduction. From these engagements, identify trends and factors that may impact demand and availability of PSA-procured commodities and communicate on these issues within the PSA and with other NextGen contractors.

• Identify and leverage opportunities to share existing market intelligence, demand data and demand forecasts, and supply data and forecasts with NextGen partners and global and regional partners in accordance with the global transparency and information sharing goals of USAID.

• Serve as liaison between the PSA’s market dynamics activities and the global partners engaged in ongoing global forecasting, supply planning, and early supply chain risk identification and mitigation, promoting cooperative efforts to enhance market health and sustainability.

• Proactively connect with USAID, WHO, the Global Fund, and other relevant GHSC stakeholders on policy priorities and updates that may have an impact on use of products, the health of the market, and the operations and performance of the PSA supply chain.

• Leverage other funding sources, including government, public and private organizations as well as government to maximize the efficacy of the global procurement initiatives.

• In close coordination with USAID, identify opportunities to communicate the mission, vision, lessons learned, and results of the Integrated PSA-TO to stakeholders worldwide through publications, participation at key conferences, meetings, and webinars.

• Champion the PSA’s communication and outreach strategy throughout the life of the project to ensure the efforts of the communications manager are aligned and support the reporting, communication, and coordination priorities of the PSA contract and USAID.

• Support strategic planning, communication, and coordination needed to develop and implement the Integrated PSA’s vision of a localized and sustainable malaria supply chain.

Required Skills

Required Experience

• At least 12-15 years of experience collaborating with international stakeholders.
• A graduate degree is preferred or a bachelor’s degree and an additional five years of work experience beyond the 12-15 required above may be substituted for a graduate degree.
• Strong knowledge base in market dynamics and global markets for health products.
• Experience engaging with and serving as a thought partner to senior donor and foreign government officials.
• Experience working with a wide array of international and USG health stakeholders such as PEFPAR, PMI, World Bank Group, Global Fund, and others.
• Proven experience liaising with senior level international stakeholders, government leaders, business leaders, and promoting a strong working relationship.
• Knowledge of USAID GHSC and Global Fund commodity funding programs preferred.
• Experience effectively managing staff as well as achieving results with team members not in direct reporting relationships
• Ability to present data and information in a compelling way to difference audiences.
• Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required. Ability to speak and write French a plus.
