    Digital Square, an initiative within PATH’s Center of Digital and Data Excellence (CoDE), is one of PATH’s innovative responses to global health challenges to drive change. Conceived from the lessons of the inefficiencies and redundancies of investments in digital technologies, Digital Square brings global, regional, and local actors together to create a new way of thinking about, and a new way of doing development.

     

    In Mozambique, Digital Square works in partnership with USAID President’s Malaria Initiative (PMI) and the Ministry of Health (MOH) to advance the Digital Community Health Initiative (DCHI) launched in 2020 with a vision to strengthen quality health delivery at the community level by investing in the scale-up of digitally enabled community health platforms. Digital Square supports these efforts by engaging national malaria programs and other key stakeholders to understand the current digital environment and define country-specific priorities for using digital technology in community health programs.  

      

    PATH is recruiting a DIGITAL COMMUNITY HEALTH TECHNICAL ADVISOR for a limited term to provide technical assistance to the Ministry of Health to develop a community digital health strategy, aligned with the community health subsystem strategy, currently under development by the MOH. This role will be seconded to the MOH.

     

    RESPONSIBILITIES

      

    COORDINATION AND COLLABORATION: Collaborate with key MOH stakeholders within the Directorate of Planning and Cooperation and the National Directorate of Public Health as well as key partners, including Malaria Consortium and United Nations Children’s Fund (UNICEF), to determine needed adaptations to existing digital health tools (e.g., upSCALE) that cater to the needs of the community health subsystem (e.g., epidemiological surveillance, improved referrals and counter-referrals, pre-scheduling of consultations).

    Specific tasks may include:

    • Conducting formal and informal consultations with key stakeholders.
    • Convening (at a minimum) monthly coordination meetings, including taking and circulating meeting minutes to all project stakeholders.

     

    STRATEGY DEVELOPMENT: Develop a community digital health strategy and a workplan clearly outlining the next steps to mature (e.g., increase interoperability and functionality), operationalize, and expand community digital health systems in Mozambique.

    Specific tasks may include:

    • Conducting a desk review of existing malaria, community health, and health information system strategies in Mozambique, as well as digital health strategies of other countries in the region.
    • Identifying and outlining the functionalities that need to be added and/or improved in the upSCALE application to expand the use cases and better support community health agents, their supervisors and other health professionals engaged in community health to do their jobs (health surveillance, pre-diagnostics, conduct,referral/counter-referral, pre-scheduling of consultations).
    • In consultation with key stakeholders, defining key indicators, determining the strategic data analyses/visualization expected at various levels of the health system to use data for decision making, and developing diagrams (e.g., current state versus ideal state) of the technical architecture of the community health subsystem’s digital information systems.
    • Outlining a training plan on the use digital health tools for community health agents, their supervisors, and other health professionals involved in the technical architecture of community health digital information systems.
    • Outlining a plan to monitor and evaluate the effectiveness of the digital health tools.
    • Documenting a phased implementation approach to the community digital health strategy.

     

    EXPECTED RESULTS

    • Minutes of monthly coordination meetings developed.
    • Outline of the community digital health strategy validated by key stakeholders of the Ministry of Health.
    • Current upSCALE functionalities listed and needs for new features and/or upgrade of existing features identified.
    • Technical architecture diagrams of digital community health information drawn up, based on the selected key indicators and desired data visualization/analysis.
    • Phased implementation plan of the Community Digital Health Strategy developed, including a training plan for use, and monitoring and evaluation of the effectiveness of digital health tools.

     

    Required Skills Required Experience

     

    • Mid-level professional with at least seven years of relevant experience implementing and advising on digital health projects with at least five years on public health informatics projects.
    • Experience working and communicating effectively with governments, donors, and implementing partners.
    • Experience in achieving technical consensus while navigating complex political dynamics to achieve consensus.
    • Minimum of a master’s degree in relevant fields of public health, health informatics, engineering, social sciences, etc.
    • Experience with project management solutions for monitoring and managing execution, critical path activities, and tracking interdependencies across multiple partners.
    • Ability and commitment to inform appropriate persons/organizations of potential or existing risks/problems.
    • Experience working on USG-funded projects.
    • Experience with informatics/software system projects, activities, terminology, and practices.
    • Passion for PATH’s mission, as well as for broader global issues of public health, information systems, technology, and international development.
    • Ability to use MS Office suite, particularly MS Word, Excel, and PowerPoint.
    • Ability to work in Portuguese required. Ability to work in English preferred.

  • Qualifications

     REQUIREMENTS:

    • Bachelor’s degree in related field or equivalent work experience
    • Internship in a full service agency in the area of interactive marketing preferred
    • Effective writing skills
    • Basic knowledge of interactive media concepts and methodologies
    • MS Office: Internet Explorer, Excel, Word and PowerPoint
    • Presentation skills and experience are highly desirable
    • Familiarity with one or more of the following media planning tools is desirable: TNS, Scarborough, Media Monitors, Nielsen, Arbitron, Tactician, Strata and Simmons
    • Third-party ad serving, tracking and reporting expertise (e.g. Double-click)
    • Experience or related intern assignments in retail, restaurant, franchisee operations or Interactive advertising is highly desirable
    • Employed at or intern role at full service agency is highly desirable
