    SECRETARY TREASURER
    Chemung County residency is required at the date of permanent appointment.

    ** Salary - $75,000 - $85,000 per year**

    ** General Statement of Duties**
    Has responsible charge of the financial management and accounting activities of the Elmira Water
    Board; does related work as required.

    ** Distinguishing Features of the Class**
    This is an important administrative position involving responsibility for planning and supervising the
    financial, accounting and administrative activities of the Elmira Water Board. General instructions
    as to policy are received from the Board and General Manager, permitting leeway for planning and
    executing assignments. Immediate supervision is exercised over the Office Manager and Meter
    Department Supervisor.

    ** Duties of the Secretary Treasurer**
    The Secretary Treasurer is an official appointed by the Commissioners of the Elmira Water Board,
    responsible for fully documenting the procedures and activities of the Commission. The Secretary
    Treasurers position is a very important component of the Boards operation insuring that accurate
    records of the financial and business activities of the Board are properly recorded.
    All powers and duties not specifically reserved for the Commissions supervision by the Charter are
    reviewed by the General Manager. Primary responsibilities include all banking, investment and
    disbursement practices, preparation of the annual operating and capital budgets, management of the
    Elmira Water Boards computer network system including the accounting and water utility billing
    software systems.

    ** Examples of Work** (Illustrative only):
    Supervises the preparation of the organizations accounting journals and records; monitors and
    reports on the financial condition of the organization; assists in establishing purchasing and
    disbursement policies; monitors compliance with internal policy and state requirements; approves
    vendor invoices for payment; signs all vendor and payroll checks; maintains property and customer
    records; supervises cash receipts, customer collection procedures, accounts payable, payroll and
    general accounting functions; prepares monthly balance sheets and operating statements; prepares
    statistical reports for the Elmira Water Board; keeps minutes of the Board.
    Reports customer billing adjustments to Board; prepares and supervises production of special
    financial reports and analytical reports for use by the General Manager and Board.
    Performs month-end/year ending work order closings; capitalization of assets; prepares journal
    entries for asset distribution and expense allocation; coordinator for computer system operation,
    works with computer and programming consultants; performs studies on water rates, recommends
    water rate adjustments to support the Elmira Water Boards budget, does all related work as required.

    ** Additional Specific Examples of Work**
    1. Records Management Officer of the Elmira Water Board
    2. Represents the Elmira Water Board in Small Claims Court.
    3. Prepares monthly cash flow analysis, invests Boards funds.
    4. Recommends funding requirements for debt service, capital and retirement funds.
    5. Handles customer complaints on bills and water shut-offs.
    6. Reviews purchasing and payroll data from other departments.
    7. Assures compliance with Board purchasing and disbursements policy.
    8. Makes daily bank deposits.
    9. Responsible for working with department supervisors and General Manager on preparation
    of Operating & Capital Budget for Board.
    10. Submittal of required documentation for any/all Grant(s) received to the proper Agency(ies)

    _ Required Knowledge, Skills and Abilities_
    Thorough knowledge of modern business administrative procedures, equipment, personnel practices
    and governmental budgetary procedures; working knowledge of accounting methods; ability to
    readily acquire familiarity with the laws, policies, regulations, practices, functions and personnel of
    the agency to which assigned; ingenuity and resourcefulness in handling administrative problems;
    ability to plan and supervise the work of others; tact and courtesy; good judgment; ability to present
    written and oral comments and opinions clearly and concisely; thoroughness and dependability;
    good physical condition.

    _ Acceptable Experience and Training_
    Applicant should possess a Bachelors Degree in Accounting or Business Administration from a
    college or university recognized by the State of New York. Five years of progressively responsible
    experience, at least two of which shall have been in a related supervisory capacity in one of the
    following fields: accounting, financial administration, or office management.
