    The Enterprise Project Analyst II is a senior-level contributor within the Project Management Office (PMO), supporting complex, enterprise-wide initiatives that drive transformation and sustainable growth. Building on foundational analysis capabilities, this role serves as a central hub for requirements and key activities throughout the full enterprise project lifecycle, independently leading the elicitation, documentation, validation, and prioritization of requirements across business, compliance, technical, reporting, and fraud/risk domains. The Analyst II partners with others bridge business needs with scalable, technology-enabled solutions, ensuring alignment with organizational goals, regulatory standards, and enterprise architecture.

    With advanced technical literacy and analytical fluency, the Analyst II facilitates discussions, assesses feasibility, and ensures requirements are complete, testable, and traceable throughout the full project lifecycle. Operating with autonomy, the Analyst II drives collaboration with Project Managers, Change Managers, IT Analysts, Enterprise Architects, and senior business stakeholders. The role supports governance, audit readiness, and strategic planning, while mentoring Analyst I staff and contributing to PMO standards and tools. As a trusted advisor, the Enterprise Project Analyst II delivers measurable value through strategic alignment and enterprise impact.

    1. Enterprise Requirements Leadership – Independently lead the elicitation, documentation, validation, and prioritization of complex requirements across business, compliance, technical, reporting, and fraud/risk domains while mentoring junior analysts. Ensure alignment with strategic goals and regulatory standards, and maintain full traceability across Agile, hybrid, and SSDLC project delivery models. Lead partnership to translate requirements into functional specifications, user stories, and acceptance criteria, supporting backlog refinement, sprint planning, and solution design discussions (40%)

    2. Enterprise Project Process Mapping & Future-State Design – Own the creation and validation of current- and future-state workflows for enterprise project initiatives. Collaborate with SMEs, compliance teams, and architects/IT Analysts to clarify system handoffs, compliance checkpoints, and member experience impacts. Conduct gap analyses and document scalable, future-ready processes that support enterprise transformation. (15%)

    3. Cross-Functional Collaboration & Influence – Build and maintain strong relationships with Project and Program Managers, Change Managers, IT Analysts, Enterprise Architects, and senior business stakeholders. Influence decision-making, resolve cross-functional issues, and ensure alignment between business needs and technical solutions. Serve as a strategic liaison between technical and non-technical teams throughout the project lifecycle. While the role is not responsible for technical solutioning, the role is part of ensuring the solution requirements are documented. (10%)

    4. Governance, Risk, and Compliance Enablement – Ensure all requirements and deliverables adhere to internal governance frameworks, security policies, and external regulatory standards. Support audit readiness, risk mitigation, and policy alignment by maintaining traceability, identifying control gaps, and contributing to compliance documentation. Reports gaps in policies, procedures, and operating controls to leadership to ensure member impact and risk is mitigated. (10%)

    5. Enterprise Project Reporting & Project Data Insights – Define and deliver reporting needs using tools such as Planview, Jira, Power BI, and ServiceNow. Provide actionable insights to leadership and project teams, track requirement progress, and support portfolio-level reporting and decision-making. (10%)

    6. PMO Standards, Mentorship & Capability Building – Champion PMO standards and best practices by mentoring Analyst I staff, promoting consistency in documentation, and contributing to the development of tools, templates, and methodologies. Support PMO maturity through knowledge sharing, facilitation, project administrative tasks, continuous improvement, and analytical leadership. (10%)

    7. Change Enablement Support – Collaborate with Change Management teams to assess stakeholder impacts, support communication planning, and contribute to readiness activities that ensure smooth adoption of project outcomes. (5%)

    Required Skills

    1. Bachelor’s Degree in Business Administration, Accounting/Finance, Information Technology, Computer Science, or a related field preferred; equivalent experience required.

    2. Minimum 5+ years of progressive experience in enterprise analysis, compliance and governance practices, or strategic project support, preferably within financial services or regulated industries.

    3. Advanced technical acumen to lead solutioning discussions and drive technical requirements gathering in partnership with Enterprise Architects and IT Analysts.

    4. Certifications such as PMI-PBA® (Professional in Business Analysis), CBAP® (Certified Business Analysis Professional), PMP® (Project Management Professional), or CAPM® (Certified Associate in Project Management) are preferred and demonstrate advanced expertise, leadership capability, and a continued commitment to professional development and industry standards for this role.

    5. Strong analytical skills with the ability to identify process inefficiencies, conduct gap analyses, and propose scalable solutions aligned with enterprise strategy.

    6. Exceptional communication skills, with the ability to translate complex technical concepts for non-technical audiences across all organizational levels.

    7. Demonstrated experience mentoring analysts or leading teams in process improvement, automation, or enterprise transformation projects.

    8. Proficiency in Microsoft Office (PowerPoint, Excel, Word); experience with process mapping tools (e.g., Visio, Lucidchart) and automation platforms is required.

    9. Familiarity with Lean Six Sigma, User Experience (UX) principles, and Agile methodologies; knowledge of SDLC frameworks and hybrid delivery models is required.

    10. Strong understanding of WPCU’s compliance, information security, risk, and regulatory frameworks, with experience supporting audit readiness and policy alignment.

    11. Proficiency with enterprise project and collaboration tools such as Planview, Jira, Confluence, Power BI, and ServiceNow.

    12. Demonstrated ability to be forward-thinking, adaptable, and change-oriented in a dynamic, transformation-driven environment.
