Estimator (Water Infrastructure)
Location: Atlanta, GA (Relocation Assistance Available – No Visa Sponsorship)
Salary: $95,000 – $130,000/year

Inside Avenue is partnering with a leading regional general contractor specializing in water infrastructure to hire a Project Estimator for large-scale civil and utility projects. This role will be based in the Southeastern U.S., with a focus on projects in and around Tampa, Florida.
In this critical role, you’ll help drive the success of competitive bids for complex municipal, transportation, and utility infrastructure work. Key Responsibilities
- Analyze drawings, specifications, and bid documents for civil and water infrastructure projects
- Perform detailed quantity takeoffs and labor/equipment cost estimates
- Collaborate with internal estimating and field teams to develop competitive bids
- Prepare cost data for materials, subcontractors, and vendors
- Support both conceptual and hard bid estimating efforts
- Create bid packages and assist in post-bid negotiations or buyouts
- Engage with project managers and leadership on strategic decisions
- Help maintain and improve a centralized estimating process and database
What We’re Looking For
- 5+ years of estimating experience, or 3+ years with a related degree
- Background in estimating civil, water, or transportation projects valued at $30M+
- Proficiency with estimating tools such as HCSS, On-Screen Takeoff, or similar software
- Familiarity with project phases: conceptual, schematic, design development (DD), and construction documents (CD)
- Detail-oriented multitasker with strong communication and organizational skills
- Experience working closely with cross-functional engineering or construction teams
Ideal Candidate Profile
- Must have worked for a general contractor specializing in heavy civil or water infrastructure projects
- Direct experience with WWTP, WTP, stormwater systems, drainage, bridges, highways, dams, or railway infrastructure
Compensation & Benefits
- Salary: Up to $130,000/year, depending on experience
