JCO Workforce Solutions is seeking an experienced Estimator to manage all aspects of the bidding and estimating process for water and wastewater construction projects. This position is responsible for reviewing plans and specifications, performing detailed quantity takeoffs, coordinating with subcontractors and suppliers for pricing, and preparing complete bid packages through final closeout.
Key Responsibilities
- Proactively research and monitor online bid platforms for upcoming project opportunities.
- Review design documents and specifications to fully understand project scope and requirements.
- Perform detailed takeoffs and cost estimates for structural concrete, piping systems, mechanical equipment installation, and site civil work.
- Develop bid scopes and ensure all quantities and pricing are accurate and complete.
- Lead internal estimate review meetings and prepare final bid submissions.
- Manage the solicitation and evaluation of subcontractor and vendor quotations to ensure competitive and comprehensive pricing coverage.
- Estimate and manage CSI Divisions 4–10 and assist in other trades as needed.
- Compile bid documentation for project handoff meetings.
- Support project management and field teams with pricing for change orders and value engineering alternatives.
- Maintain organized historical cost data to support future estimating efforts.
- Collaborate with engineers, owners, and consultants to clarify project details, materials, schedules, and design intent.
- Provide clear communication across teams to ensure alignment and accuracy in all estimating deliverables.
Qualifications
- Bachelor’s degree in Construction Management, Civil, Mechanical, or Structural Engineering (or equivalent combination of education and experience).
- Minimum of 5 years of experience in heavy civil or industrial construction estimating; experience in water and wastewater projects strongly preferred.
- In-depth understanding of civil construction processes, including excavation, concrete, steel erection, and mechanical installations.
- Ability to interpret technical drawings, including piping isometrics and P&ID diagrams.
- Advanced proficiency with Microsoft Excel and Microsoft Project.
- Experience using estimating software such as HeavyBid or ProEst is highly desirable.
- Strong mathematical, analytical, and problem-solving abilities.
