Job Description
The following is a minimum requirement and expectation of performance to ensure the PCI-SS meets our clients' needs whether on Federal Government Project Site or Commercial Project Site.
• Analyzes all contract and proposal data, establishes well-defined work activities, and creates a comprehensive schedule in order to develop and maintain project schedules for assigned projects.
• Develops accurate project cost estimates and/or risks and prepares design recovery schedules utilizing cost estimation methods to perform civil and structural take-offs of labor, time, material, and equipment.
• Develops well-defined and properly sequenced work activities.
• Initiates and facilitates the development and maintenance of the schedule.
• Manages changes to project scope, project schedule, and project costs utilizing appropriate verification techniques.
• Confers with engineers, architects, owners, contractors, and subcontractors on changes and adjustments to cost estimates.
• Prepares estimates used by management for purposes such as planning, organizing, and scheduling work.
• Prepares cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
• Analyzes applicable documentation to prepare time, cost, materials, and labor estimates.
• Oversees the preparation and maintenance of the project budget, actual costs, and the cost forecasts.
• Performs all cost engineering, planning, scheduling, and document control activities for designated projects.
• Coordinates the preparation and issuance of master schedules, problem analysis reports, variance reports, pre-op schedules and milestones, etc.
• Maintains master project schedule for Consent Decree projects.
• Supports Project Controls team as needed, including project set up in system, cost control and reporting.
• Performs other duties, as assigned.
• Knowledge of current practices, materials, tools, and equipment used in the construction and maintenance, alteration, and repair of various construction projects.
• Knowledge of various methods and procedures used in planning and scheduling construction and repair projects.
• Knowledge of current practices, materials, and tools used in cost estimating utilizing the latest Construction Manuals (Means Method/National Construction Estimator and other software).
• Knowledge of preventive maintenance methods and procedures.
• Skill in developing accurate cost estimates of labor and materials for construction and repair projects.
• Skill in preparing and conducting meetings and delivering presentations to large groups and executive management.
• Skill in utilizing a personal computer and job related software programs.
• Skill in analyzing and evaluating complex technical data.
• Skill in developing goals and plans to prioritize, organize, and accomplish work.
• Ability to efficiently plan and schedule job projects for the construction, maintenance, repair of various projects.
• Ability to understand and apply applicable statutes and ordinances related to construction and repair projects.
• Ability to read, interpret, and work from job specifications, sketches, and building plans.
• Ability to compile data and prepare summaries related to construction and repair projects.
• Ability to prepare clear, concise, and effective technical reports and presentations.
• Ability to communicate clearly and effectively, verbally and in writing.
• Ability to establish and maintain effective working relationships with executive management, staff, consultants, vendors, and government agencies.
• Ability to operate a company vehicle.
• Ability to determine and analyze critical paths.
• Ability to develop and analyze detailed project schedules using standard coding and work breakdown structures.
• Ability to produce reports to demonstrate and analyze performance and progress.
• Ability to prepare recovery schedules.
Job Requirements
• Bachelor's Degree in Business Management, Construction Management, Civil or Mechanical Engineering, or related field from an institution accredited by a recognized accredited agency.
• Six years' of construction scheduling and/or estimating experience in utilities, facilities, horizontal and vertical construction projects.
MINIMUM REQUIREMENTS
• Valid Driver's License
• Valid OSHA 30
• Valid CPR Certification
• Four years' experience developing cost estimation methods to perform civil and structural take-offs of labor, time, material, and equipment.
• Competent in the use of Primavera P6 and RS Means Software.
