    Job Description

    ROLE

    This position is responsible for managing the plant’s compliance with its Title V Air Permit, with all Clean Air Act regulations and emissions testing; and with all reporting requirements for the Chillicothe and Fremont facilities and associated woodyards.  This position also serves as the point of contact for all air related issues with the community, Ohio EPA and US EPA.     

    ACCOUNTABILITIES

     ·         Coordinates mill ambient air H2S monitors for compliance with Findings & Orders;

    ·         Coordinates function and certification of mill’s offsite meteorological station;

    ·         Investigates and responds to odor, smoke and other environmental complaints per the requirements of the Findings & Orders;

    ·         Responds to Ohio EPA and US EPA concerning complaint responses and spikes on state H2S monitor;

    ·         Coordination of QA/QC, review of data and submission of quarterly emission reports for the mill’s 4 CEMS units and 1 COMS unit;

    ·         Completion and submittal of SARA 312 Annual Hazardous Chemical Inventory Reports & SARA 311 Quarterly update reports;

    ·         Ensures compliance with Title V permit requirements such as fuel oil sampling, parametric monitoring data review, VOC emission calculations, review of visible emission inspections, and submission of quarterly and semi-annual reports;

    ·         Ensures compliance with MACT Subpart S (Pulp & Paper MACT I) requirements by monitoring LDAR completion and documentation, reviewing parametric monitoring data, submitting semi-annual reports, assisting with monitor operation for the annual LDAR inspection;

    ·         Ensures compliance with MACT Subpart MM (Pulp & Paper MACT II) requirements by reviewing parametric monitoring data, submitting semi-annual reports and implementing new rule revisions;

    ·         Ensures compliance with MACT Subpart JJJJ (Coating MACT) completing monthly VOC emission calculations, submission of semi-annual report;

    ·         Ensures compliance with MACT Subpart ZZZZ (RICE MACT) ensuring maintenance of hourly operating logs and maintenance records for the mill’s 7 RICE generator units and submission of annual report;

    ·         Ensures compliance with MACT Subpart DDDDD (Boiler MACT) reviewing parametric monitoring data, submitting annual and semi-annual reports in CEDRI database, coordinate periodic tune up and performance testing with operations;

    ·         Ensure compliance with Fremont Synthetic Minor Air Permit renewals, capsule plant scrubber monitoring and monthly VOC coating calculations, submit quarterly emission reports and annual emission fee reports to OEPA;

    ·         Coordinates with E&I Techs for documentation and required recordkeeping for the Refrigerant Rule revisions;

    ·         Ensures emission calculations are reviewed and permit applications submitted as needed for new or modified emission sources;

    ·         Schedule and coordinate compliance emissions testing as required by permit and regulation;

    ·         Calculation and submission of DOE reports for EIA-923 Monthly, EAI-923 Supplemental, EIA-860 Annual and submission of monthly GATS data for RECs;

    ·         Supervises environmental co-op;

    ·         Supervises sanitation/street sweeper operator;

    ·         Complete and submit annual reports:

              -Chillicothe Emission Fee Report;

              -Fremont Emission Fee Report;

              -Title V Annual Compliance Certification;

              -Fremont Annual Permit Evaluation Review (PER);

              -Boiler MACT Project Emissions Tracking Annual Report.

  • Qualifications

    Qualifications

    ·         BS in an Engineering field required;

    ·         Minimum of three to five (3-5) years environmental experience in a manufacturing environment.  Pulp and paper industry experience greatly preferred;

    ·         Experience with Title V air compliance and regulator relationships;

    ·         Submit required notifications and all reports in a timely manner to the Ohio EPA, US EPA and DOE;

    ·         Zero NOVs, all permitted sources operate in compliance;

    ·         Ensure safety policies followed and employees trained.
