    Job Description

    Background:  The United States Army Training and Doctrine Command (TRADOC) Campaign Plan 2009 Decision Point 62 designated the Commanding General (CG) Combined Arms Center (CAC) as responsible and accountable for support to the Vice Director, Joint Staff (VD JS), J7 (Suffolk, VA) and Headquarters, Department of the Army (HQDA) for planning and execution of T2 requirements. The CG CAC has further assigned responsibilities for JNTC synchronization, training integration, and development to the Combat Training Center Directorate (CTCD), CAC-Training. HQDA G3 requests HQ TRADOC to provide support for all JNTC goals and objectives and integration of JNTC realistic combat training in Army training programs.

    Joint Pacific Multinational Readiness Capability Readiness (JPMRC) provides standardized, instrumented external evaluations to build, maintain, and extend brigade combat team (BCT) readiness across the Pacific area of responsibility (AOR).  JPMRC increases Multinational Partner capacity and integration with U.S. Forces by leveraging exportable capabilities based on mutually derived training requirements to build, sustain, and extend U.S. Forces readiness. 

    Objectives:

    • Develop, coordinate, and manage the JPMRC JNTC Program Accreditation process.

    • Develop, coordinate, and manage JPMRC JNTC related issues that require funding support.

    • Develop, coordinate, and manage the JPMRC 5-year joint vision and training strategy.

    • Improve JPMRC joint training capabilities through functional assessment and enable sharing of best practices to mitigate capabilities gaps.

    • Develop, coordinate, and document the JPMRC JNTC Program accreditation plan:  The contractor shall develop the JPMRC JNTC Program accreditation plan in coordination with JS J7 (Suffolk) identifying the processes, milestones, and key deliverables to attain JNTC Program accreditation.

    •  The Contractor shall develop plans, matrixes, and presentations using MS Office products in a USARPAC approved template to provide updates, milestones, and recommendations for USARPAC to manage the JPMRC JNTC Program accreditation plan. Identify issues, assess resourcing and actions, and provide an updated JPMRC JNTC Program accreditation plan presentation monthly.

    • Provide operational and functional analysis of JPMRC JNTC related issues requiring funding support:  The contractor shall provide operational and functional analysis of JPMRC JNTC issues as they relate to the JPRMC JNTC accreditation plan, JPMRC program and training capability gaps, and JPMRC exercise plans and integration in accordance with Commander’s Training Guidance and relevant Pacific Pathways and other USARPAC operations orders.  The contractor shall recommend solutions in the form of Program and Budget Review (PBR) packets, prepare and enter PBR packets into the Joint Investment Database (JIDB), and coordinate with JS J7 (Suffolk) and HQDA for approval and funding.

    • Identify and assess operational and program Issues: The Contractor shall coordinate with each CTC, DA G3, FORSCOM, JS J7 (Suffolk), OSD, TRADOC schools and centers, and other ACOM/ASCCs activities to obtain information concerning current and future JPMRC JNTC integration and mission requirements, for example integration of initiatives such as cyber and space operational environment replication, joint surveillance, intelligence, and reconnaissance, or joint and Army fires integration to into the JPMRC Program.

    • The Contractor shall deliver emails, briefings, information and discussion papers using MS Office products in a USARPAC approved template to provide updates and recommendations for resolution of those issues. Identify and assess up to two JPMRC JNTC operational and program issues per month. The feedback shall be succinct, discussing coordination and resolution of program issues.

    • Conduct analysis, identify shortcomings, and make recommendations:  The Contractor shall conduct an analysis of current JPMRC JNTC and other Joint Training capabilities to identify shortcomings and make recommendations to shape collective training strategies.

    • The Contractor shall deliver emails, briefings, information and discussion papers, and decision briefs using MS Office products in a USARPAC approved template upon initiation.

    • Attend and report information from meetings and conferences:  The Contractor shall participate in meetings and working groups and report information impacting JPRMC JNTC Program accreditation plan. The Contractor shall brief only directorate approved USARPAC perspectives under discussion in order to coordinate actions.

    • The Contractor shall deliver emails, briefings, information and discussion papers using MS Office products in a USARPAC approved template to provide updates and recommendations for resolution of those issues. Estimate four events per month.

    • Unless agreed to by the Contractor and COR in advance, deliverable shall be provided to the COR five (5) days after the event. The Government will have five business days to review the deliverable and provide comments back to the Contractor. The Contractor shall submit the final deliverable within five business days of receiving the Government’s comments. No more than three late deliverables per period of performance is acceptable. A negative response from the Government within the time specified above constitutes acceptance.

    • Plan, coordinate, and facilitate meetings:  The Contractor shall provide assistance to plan, coordinate, and facilitate teleconferences, VTCs, meetings, and workshops to address JPMRC JNTC Program accreditation, certification, solution development, and other topics relevant to the JPRMC program and JPMRC JNTC accreditation plan. Notification of the event will be communicated as early as possible.

    • Review of Government Furnished Information (GFI): The Contractor shall compare findings with current and projected JNTC Programs, Army Programs, and CTC and JPMRC capabilities. Documents range from single page information papers to multi-page documents with over 200 pages outlining training policy and guidance. For the large documents, the contractor is responsible for reviewing only the annexes or sections applicable to JNTC Programs, Army Programs, and CTC and JPMRC capabilities.

    • The Contractor shall deliver emails, briefings, information and discussion papers using MS Office products in a USARPAC approved template to provide recommendations. Estimated three reviews per month.

    • Develop and maintain a comprehensive synchronization matrix:  The Contractor shall develop and maintain a synchronization matrix tracking spreadsheet for JPMRC JNTC Program accreditation plan. Maintain in Excel a comprehensive spreadsheet that keeps all JPRMC principals and stake holders informed on the status of JPMRC JNTC issues, discussions, and solutions.
