Job Summary
Responsible for the operation of their Division in the State in which they are State Executive Director. Provides key leadership with Division EDs and Division Directors in the state in working with provider associations, state funding entities, legislators, and other bodies that can impact the successful operations of the programs provided within the state.
Essential Job Functions
Facilitate collaboration and spearhead representation as the primary liaison between other Executive Directors in the state, state Provider Associations, and State Departments.
Present comprehensive reports and deliver compelling presentations on their state's activities, successes, and challenges to Regional Vice Presidents (RVPs), who may require them to present to the management and Board of Directors (via the President's Office)
Establish and maintain relationships with key state legislators, as well as state Senate and Congressional representatives, by scheduling at least one meeting per year. Collaborate with other Executive Directors to coordinate tours for legislators, prioritizing areas with ICF/DDs and active day programs, such as Ft. Worth, Dallas, Bowie, Enid, all LA Divisions, Greeneville (with AHC), Nashville, etc., with support from DDR/Community Relations staff members.
Oversee the daily operation of the assigned division.
Offer expert consultation services to other Division Directors on staffing patterns, overtime management, program development, survey preparation, quality assurance audits, compliance plans, and regulatory issues. Manage management issues and conduct training sessions for Division Directors in partnership with the RVP of Programs.
Work in conjunction with the RVP of Programs on the standardization of organizational charts and positions.
Establish and implement policies and procedures which assure that the best interest of individuals served, staff, and facilities are served at all times.
Provide financial information needed for the preparation of the annual budget and ensure that the division operates within that budget.
Regularly review monthly financial statements and take necessary actions to address any budget variances promptly.
Ensure the proper maintenance of all records, funds, and statistics.
Collaborate closely with the Corporate Compliance team to review licensing renewals and actively participate in the preparation and execution of surveys. Conduct meetings with licensing authorities and other authorized inspection groups as required.
Authorize purchases of supplies and equipment within established guidelines.
Review oral and written reports of events and incidents, and provide clear instructions in verbal or written form for any matters requiring a decision.
Ensure that all facilities comply with health and safety requirements.

Conduct interviews of both potential individuals served and staff.
Counsel both individuals served and staff on current problems and program execution to ensure that we are providing effective support and addressing any challenges that may arise.
Promote favorable public relations.
Develop and maintain positive working relationships with relatives, contributors, volunteers, and board members.
Prepare a comprehensive monthly operating report to present to the RVP of Programs, consolidating all relevant data and highlighting key performance metrics.
Coordinate with officials of state agencies as necessary to ensure compliance with regulations and to foster positive working relationships with relevant authorities.
Represent the organization to parents and agencies and at civic functions, political forums, and other functions associated with matters pertaining to the field of developmental disabilities.
Maintain a collaborative working relationship with the Finance and Human Resources departments and provide timely and accurate information when requested.
Qualifications/Experience/Job Knowledge
Bachelor’s degree in Social Work, Psychology, Special Education, Counseling, or a directly related field. Master’s degree preferred.
Three (3) to five (5) years of relevant experience in the field of developmental disabilities. Previous experience as a program administrator in the healthcare field preferred
Knowledge of administrative procedures and financial aptitude that will ensure a fiscally sound division.
Working knowledge of Windows 10, and Office 2016 applications. Aptitude to learn other software programs as required for this position. Working knowledge of electronic health record systems.

Must have a good driving record that meets the minimum requirements for Evergreen and reliable transportation. Must pass drug screen and criminal background check. Must be able to work some evenings when required.
