The NYC Office of Technology and Innovation has been tasked with recruiting a Project Manager 2, Digital Service. To ensure that NYC services are meeting the needs of New Yorkers, OTI is requesting a Project Manager to manage workstreams related to deployment of a new ATS (applicant tracking system) across 88 NYC agencies. The new ATS is implemented with the goal of making it easier for new talent to find and apply for NYC jobs and to help hiring managers attract, interview, and select candidates.
This position is remote optional.
SCOPE OF SERVICES
The project manager will work with the NYC OTI teams to organize, plan, and track workstreams for a new ATS (applicant tracking system) across 88 NYC agencies.
TASKS:
· Develop and/or review estimates and assumptions for the project’s schedule, effort, and cost using established estimating models, best practices, and experience.
· Create and manage project, risk mitigation, and communication plans.
· Create project charter and scope statements, weekly status reports, risk and issues log , and other project deliverables as assigned.
· Manage project throughout the entire software development lifecycle, providing direction for project teams and monitoring the progress of deliverables and tasks, i.e. the schedule
· Lead and manage sprint planning and task management
· Provide oversight and management of blended teams of consultants and staff from a functional matrix organization.
· Participate in the review of project artifacts including technical requirements, user experience design, architecture, testing and implementation documentation.
· Identify future support needs and work with appropriate units to articulate and request these resources.
· Report to senior management within OTI and stakeholder agencies on project status.
· Other activities related to project management as assigned.
MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered
· 4+ years’ experience managing web-based application projects (end-to-end)
· 2+ years’ experience in WBS creation, project, and resource planning
· Proficiency in Microsoft Project, Agile oriented tools/methods, and other project management software
· Proficiency in PowerPoint and Excel
· Behavioral competencies that demonstrate leadership, self-awareness, adaptability, ability to be a systems thinker, attention to quality, and relationship and team building
· Ability to interact effectively with line staff, other project managers, and functional managers
· Strong and articulate verbal and written communication skills
· Ability to interface with executive level management and give senior level presentations
DESIRABLE SKILLS/EXPERIENCE:
· Strong familiarity with Business Analysis role in creating requirements, use cases, and functional specifications
· Strong knowledge of Waterfall (3+ years), Agile (2+ years), and Hybrid (3+ years) methodologies
· Strong demonstration of negotiation and conflict management skills
· Knowledge of responsive design, user experience design, data modeling, software integration, and software as a service (SaaS)
· Experience with N-tier architecture for web-based applications and build-out of the hosting infrastructure
· PMP or Scrum Master certification
· Experience working with City of New York agencies
