  • Responsibilities

    I. POSITION SUMMARY: (Compensation $60,000 - $70,000)

    Responsible for the leadership and management of all Human Resource functions for Expereince Columbia SC. Maintains and enhances the Human Resources by planning, implementing, and evaluating employee relations and human resource policies, procedures, and practices.

    II. ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

    Develop, administer, and manage HR policies and procedures for all personnel established under the direction of the President/CEO.

    Serves as confidential assistant to the President/CEO in relation to matters of human resources and organizational development.

    Update President/CEO on trends and changes from the federal, state, and local levels.

    Completes as well as provides assistance with various audits for ECSC.

    Strong Employee Relations background to mediate and resolve conflict. Ability to quickly investigate and provide action due to misconduct or performance issues, as well as employee complaints.

    Assist with managing and monitor time and attendance functions for employees’ frequently and ensure time-off requests are approved/denied by supervisors in a timely manner.

    Prepares and maintains the employee handbook.

    Manages the performance evaluation program; rewrites job descriptions as necessary.

    Conducts all recruitment efforts and new hire onboarding processes.

    Manage and coordinate the termination process and exit interviews.

    Performs benefit administration to include complete various census reports, assist with claims resolution and status changes, review benefit invoices, and all other benefit duties.

    Coordinate with benefits broker to ensure the highest level of service and benefits for the Authority employees.

    Creates and provides updated benefit information to all employees and provides timely responses to employees on benefit related questions.

    Manage the Wellness program and work along with the wellness committee to provide various wellness related presentations, activities, and educational material for entire Authority staff.

    Manage all Workers Compensation claims and processes to include submitting WC claims electronically to the Workers Compensation insurance carrier in a timely manner.

    Maintain OSHA 300 log and post OSHA summary report according to OSHA guidelines.

    Manage and coordinate pre-employment and random drug screenings.

    Compiles statistical reports concerning hires, promotions, terminations, attendance, salary history and changes, performance appraisals, etc.

    Maintains the Authority’s organizational chart, employee directory, employee birthday listing, and holidays’ off schedule.

    Manage Years of Service Award program and responsible for purchasing plaques and gift cards for applicable employees.

    Create and complete special HR projects to enhance the HR.

    Performs other human resource related duties as assigned by the President/CEO.

    IV. EDUCATION/QUALIFICATIONS REQUIRED:

    Bachelor’s degree from an accredited college/university or equivalent, in Business Administration and/or Human Resource Management. Masters degree in Human Resources preferred.

    PHR/ SPHR Certified or SHRM CP/ SCP Preferred.

    6-8 years of general Human Resources experience with 2-3 years of in-depth experience in Employee Relations.

    Previous leadership position in HR field required.

    Considerable working knowledge of principles and practices of all human resource areas.

    Current knowledge of various Human Resource governmental laws and regulations (state and federal to include Healthcare Reform, FMLA, Workers Compensation, and various labor laws.

    Effective oral and written communication skills.

    Excellent customer service and interpersonal skills.
