    Job Description

    We have exciting opportunities for a highly motivated Export Compliance Analyst. You will join our technical and regulatory compliance team, supporting the Laboratory’s operational infrastructure and mission-critical programs. You will analyze, interpret, and apply federal export regulations, and contribute to initiatives that improve compliance and operational efficiency across the Laboratory. You will provide technical guidance to LLNL professional, technical, administrative, and business operations personnel on diverse and multi-faceted Export Control issues with limited direction, to include foreign national interactions, and the potential transfer of LLNL hardware, software, and technology. You will interact with sponsor and subcontractor organizations and at least five federal agencies, including the Department of Energy (DOE), the Department of Commerce (DOC), the Department of State (DOS), the Nuclear Regulatory Commission (NRC) and the National Nuclear Security Administration (NNSA). This position is within the Strategic Deterrence (SD) Directorate.

    These positions may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

    These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

    In this role, you will:

    • Analyze and apply U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and related federal export regulations to Laboratory activities.
    • Review technical and programmatic documents, presentations, and Laboratory activities for export control compliance.
    • Contribute to the development and maintenance of Laboratory-controlled information policies and compliance procedures.
    • Conduct export control reviews for foreign visits, assignments, records of invention, non-disclosure agreements, and international shipments.
    • Assist with the preparation of voluntary self-disclosures and compliance documentation.
    • Support records management initiatives, including the transition of physical export records to electronic formats.
    • Participate in compliance assessments and help identify risks and process improvement opportunities.
    • Provide guidance to Laboratory personnel on export filing requirements and compliance best practices.
    • Maintain awareness of international trade developments and participate in internal trade compliance committees.
    • Ensure all assignments comply with Environmental Safety & Health, security, and business practice policies.
    • Perform other duties as assigned .

    • Lead and implement cross-functional automation and process improvement initiatives within the Export Control Program.
    • Develop and author comprehensive records retention and assessment procedures to enhance efficiency and accessibility.
    • Serve as a principal resource for complex export control and trade compliance matters, providing advanced guidance to Laboratory leadership and stakeholders.
    • Prepare and author government voluntary self-disclosures, addressing complex regulatory challenges, identifying root causes, and recommending corrective actions in collaboration with management and legal counsel.

    Qualifications

    • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
    • Bachelor’s degree in a related technical or regulatory field, or equivalent combination of education and relevant experience.
    • Working knowledge of U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and related federal export regulations.
    • Experience supporting compliance programs, conducting risk assessments, and preparing regulatory documentation.
    • Strong analytical and problem-solving skills.
    • Effective verbal and written communication skills.
    • Ability to work both independently and as part of a team.

    Additional qualifications at the TSS.3 level

    • Significant experience developing and implementing compliance programs and leading cross-functional process improvement initiatives.
    • Advanced ability to provide guidance and solutions to complex regulatory and operational challenges.
    • Experience authoring complex regulatory documents and serving as a principal resource for compliance issues.

    Qualifications we desire:

    • Licensed Customs Broker (LCB), Certified Export Compliance Officer (CUSECO) Certificate, or Certified Export Specialist (CES) highly desired.
    • Experience with Harmonized Tariff System (HTS) classification and Schedule B code assignment.
    • Working knowledge of Foreign Trade Regulations, AES/EEI filings, and Oracle ERP systems.
    • Advanced skills in Microsoft Excel, Word, SharePoint, and PowerPoint.
    • Experience collaborating with federal agencies (DOE, DOC, DOS, NRC, NNSA) and sponsor/subcontractor organizations.
    • Knowledge of national security issues related to export control and laboratory missions.

    This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
