POSITION: Public Affairs Specialist – Social Media Specialist
GRADE: IC-12
SERIES: 1035
CLEARANCE REQUIREMENTS: Public Trust
This position is located in the Office of the Regional Administrator, External Affairs Division. The incumbent will serve as a public affairs specialist, performing activities associated with strategic messaging for social media partner engagement, social listening and the evaluation and development of communications tactics to support accomplishment of the agency’s mission.
SPECIFIC RESPONSIBILITIES INCLUDE:
· Manages regional social media account(s), provides analytical summaries of content performance and provides recommendations around social media strategy and engagement for growth.
· Develops and implements a social media engagement plan factoring team input.
· Tailors content to reach target audiences using appropriate platforms.
· Provides social media listening reports as required during disaster operations to gauge public perception of FEMA mission.
· Work as part of a team to identify information gaps, rumors and misinformation and potential hot issues related to FEMA and ongoing program and disaster response support.
· Analyze social media discussion, website analytics and traditional media coverage about FEMA and disaster responses to better understand the needs of the affected community and improve public messaging.
· Review historical data and research emerging trends to identify opportunities to improve strategic messaging.
· Coordinates with other FEMA program staff as necessary to develop messaging.
· Train staff members in other offices and the field on established social media use and listening methodologies, standards and best practices.
· Coordinates with the national social media team to respond to questions from survivors and stakeholders on FEMA social media.
· Draft responses to social media inquiries as assigned within a social media management tool. Collaborate with internal partners to obtain the necessary information to ensure survivors and stakeholders are provided with accurate and timely responses.
REQUIRED QUALIFICATIONS
· Strong working knowledge of social media platforms, audiences and trends.
· Strong writing skills that demonstrate an ability to communicate complex information in an accessible and succinct manner.
· Skill in writing content for social sites (for example: Facebook, Twitter,
Pinterest, LinkedIn, etc) for a government agency, business, or nonprofit agency.
DESIRED QUALIFICATIONS:
· Understands social media platforms, target audiences, and analytics.
· Able to compose strong written content and strategies appropriate to specific social media platforms.
· Able to build partnerships with new organizations to expand FEMA's reach into new social media audiences.
· Works well within a team with the ability to communicate effectively in orally and in writing. Experience working with a major brand or federal agency's social media team.
· Experience developing strategy and content for social media platforms including Twitter, Facebook, Instagram, LinkedIn or YouTube.
· Experience working with a major brand or on a national social media campaign.
· Knowledge and experience using social media analytics tools similar to Crimson Hexagon, Brandwatch, Synthesio, or Sysomos, as well as knowledge of Google Analytics.
· Knowledge and experience using a social media aggregator or dashboard management system similar to Tweetdeck, Hootsuite or Sprinklr.
· Ability to develop and build dashboards from multiple sources of data.
· Comprehension of communication and public affairs principles, methods and techniques in particular those related with the planning, implementation, research and evaluation of a communications program.
· Ability to evaluate traditional, web and social media implementation on topics related with promoting agency programs, conveying information, and identifying potentially negative issues.
· Self-driven and able to operate independently with minimal supervision.
· Excellent communication, customer service, and interpersonal skills.
· Ability to manage several competing priorities in a fast-paced and changing environment.
· Experience and understanding of major social media platforms including Facebook, Twitter, Instagram, SnapChat, YouTube.

EDUCATION REQUIRED: Bachelor’s degree preferred

ADDITIONAL INFORMATION
This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.
