    The Office of Environmental Planning and Historic Preservation (OEHP) is soliciting candidates to apply for the Supervisory Management and Program Analyst within OEHP’s Readiness Division. This position will serve as a DCC "Field" CORE Manager and the Supervisor of Record (SOR) for OEHP’s DCC EHP Advisors (EHADs). This position reports to the Deputy Cadre Coordinator as part of OEHP’s Readiness Division, Cadre Management Field Branch.

    Summary: This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

     This vacancy will serve as the Incident Management Direct Charge "Field" CORE (DCC) Program Manager responsible for building and sustaining a robust, well-trained, and deployable DCC "Field" CORE workforce within EHP cadre. The DCC Manager serves as the first line supervisor of record and is responsible for the care and maintenance of the DCC "Field" CORE workforce within the EHP cadre and serves as the principal advisor to the Cadre Coordinator on issues involving the Incident Management Long-term (DCC)"Field" CORE workforce as it pertains to the major operations of the cadre. This position will be working alongside other DCC Managers to manage the DCC "Field" Core who hold a IM title of EHP Advisor (EHAD). We are looking for someone with experience in managing multiple projects, supervising, strategic planning, leadership and recruitment, movement of resources, Microsoft Office, and excellent verbal and written communication skills. Prior Emergency Management or experience facilitating compliance with EHP requirements is preferred, but not required.

    Duties include, but not limited: Recruits based on vacancies within the cadre’s force structure, assists, tracks, and provides guidance on FEMA Qualification System progression, maintains quality control responsibilities over internal communications to DC "Field" CORE cadre members to ensure they receive supportive customer service and coordinates with the cadre coordinator and other staff to ensure communications are consistent throughout the cadre. Assists cadre coordinator with movement of disaster personal, collects and maintains incident performance evaluations of DCC "Field" CORE from temporary duty supervisors after every deployment and maintains all other documents related to performance and/or conduct of employees for whom they are the supervisor of record. When appropriate, council or initiate personnel actions against employees for whom they are the supervisor of record, to include discipline or termination for poor performance and misconduct after consulting with OCCHO, and/or employee labor relations. Create deployment reports, graphs, and charts for leadership as requested. Minimal, but some travel will be required.

To accurately credit your experience, please make sure to list the dates (from MM/YY to MM/YY), along with the job title, the number of hours worked per week if part time or intermittent, and specific duties you were responsible for during each deployment and/or employment. To qualify for this position at the IC-13 level (starting at $111,521per year), your resume must demonstrate at least one full year of  specialized experience equivalent to the IC-12 level in federal service. This experience may have been gained in the federal government, a state or local government, a non- profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:

    •Knowledge of emergency management doctrine, policy and guidance.

    •Previous experience supervising EHP staff.

    •Knowledge of FEMA's Qualification System (FQS), Incident Management and Incident Support.

    •Analyzing data and recommend solutions to organizational and program operations.

    •Mastery interpersonal skills sufficient to communicate, negotiate and elicit support for assigned program areas of responsibility.

    •Clear understanding of disaster operations.

    •Expert ability to recommend solutions focused to meet cadre needs.

    •Working knowledge of agency deployment protocols and computer software.

    •Assessing the impact of new or revised policies and conducts quantitative and qualitative analysis to evaluate the effectiveness of programs and operations in meeting established goals and objectives

    •Providing sound advice and recommendations to management on program initiatives

    oStrategically planning and executing hiring goals

    oSupervising subordinates

    oPlaning work to be accomplished by subordinates

    oEnsuring adequate training and mentorship

    oAdvising, counseling, and instructing employees on both technical work and administrative matters (e.g., LERissues)

    •Managing deployments

    •Maintaining regular communication with staff

    •Experience facilitating compliance with EHP requirements is preferred, but not required.

    Additional Requirements

    • All candidates must be able to deploy with little or no notice to anywhere in the United States and its territories for an extended period of time. Deployments may include working more than eight hours a day, or more than 40 hours in a given week, including weekends and holidays, and under stressful, physically demanding, and austere conditions. When activated and deployed, you serve in a federal travel status and are entitled to lodging, transportation and per diem reimbursements for authorized expenses in accordance with federal travel regulations.

    • All candidates MUST be willing to travel up to, but not limited to 25% of the year during the term of this appointment unless leave is authorized.
