CIVIL RIGHTS CADRE FOCUS OVERVIEW: The Office of Equal Rights (OER) Civil Rights (CR) Division is the principal office responsible for compliance and enforcement in connection with FEMA’s Civil Rights obligations under Sections 308 and 309 of the Stafford Act, Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, E.O. 13166 "Improving Access to Services for Persons with Limited English Proficiency", and E.O. 12898, “Environmental Justice”. OER leads FEMA's efforts to protect the civil rights of disaster survivors, which includes ensuring equal access to FEMA programs, services, and benefits. OER is indispensable in ensuring equal access and inclusion of all people to FEMA’s programs, services and benefits in compliance with applicable civil rights laws.
JOB LOCATION: VARIOUS THROUGHOUT USA & TERRITORIES.
RESPONSIBILITY In this position, the incumbent reports to the Civil Rights Lead Advisor (CRLD) at the disaster to enforce the incorporation of civil rights principles in all stages of a disaster response, recovery and long-term activities. As a Civil Rights Advisor, you are responsible for the implementation of the Civil Rights compliance with and enforcement of civil rights jurisdiction in connection with programs and services provided by FEMA and by recipients of FEMA financial assistance.
ESSENTIAL JOB DUTIES ▪ Implements systems, structures and processes within the disaster operation to enforce civil rights compliance that no member of the public shall be, denied the benefits of, deprived of participation in, or discriminated against in any program or activity carried out by FEMA, to include recipients of federal financial assistance provided by FEMA. ▪ Identifies and acts upon potential opportunities for equitable and impartial delivery of FEMA programs and activities to individuals with disabilities and/or individuals with Limited English Proficiency (LEP) requires affirmative responsibilities. ▪ Pursues opportunities to build sustainable, long term relationship with potential external stakeholder and other federal agencies to develop and lead to a collaboration framework to ensure full realization of the Civil Rights program. ▪ Perform other duties as assigned.
QUALIFICATIONS FOR THIS POSITION ▪ Must pass a Federal background check – Public Trust level. ▪ Three (3) full years of working knowledge with Civil Rights laws and regulations (ADA, 504, LEP, EJ). ▪ Technical and analytical writing experience required. ▪ Experience in community outreach and developing stakeholder engagement. ▪ Microsoft Office Suite - Skill Level: ADVANCE required.
