    Job Description

    AECOM is looking for full time FEMA PA Experienced Quality Assurance (QA) Specialists to work on a 3-year contract with the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program supporting FEMA’s four Consolidated Resource Centers (CRC). This work is 100% remote and is based on the contingencies listed in the minimum requirements and additional information below.

    You must be FEMA PA Experienced to qualify for this role.

    Project Overview: FEMA’s PA Program provides supplemental funding to state and local governments and eligible private nonprofits, Indian tribal governments, and Alaska Native villages for disaster-related debris removal, emergency protective measures, and restoration of damaged infrastructure. AECOM will support these efforts by providing FEMA a wide range of technical and program management services to support FEMA’s four CRCs processing grant applications and validating/preparing damage descriptions and dimensions, scopes of work, and cost estimates, and conducting compliance reviews across multiple disasters.

    Position Description: The Quality Assurance (QA) Specialist conducts QA reviews on PA grant applications for disaster recovery projects in the Completed, Standard, and Specialized lanes within FEMA’s PA delivery model.

    The QA Specialist reviews the Damage Description and Dimension (DDD), Scope of Work (SOW) and Cost Estimate for accuracy and proper documentation, prior to a project being submitted to Program Compliance review. QA Specialists will review nearly all projects for consistency, conformance with the Public Assistance Program and Policy Guide (PAPPG), and adequate documentation to support the project. The QA Specialist will utilize the QA Checklist and review the project in the Grants Manager (GM) system to ensure the DDD, SOW, and cost are consistent with each other and are adequately supported by documentation.

    The QA Specialist must attend daily stand-up meetings and complete required daily, weekly, and monthly reports. These QA reviews ensure consistency in program delivery and the development of quality projects. This role is integral to ensuring Applicant-provided documentation is complete in support of project development. FEMA’s GM system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including the correspondence.

    Minimum Requirements :

    • BA/BS and 4+ years of relevant experience or demonstrated equivalency of experience and/or education.
    • US Citizen required with the ability to obtain and maintain DHS Public Trust.
    • FEMA PA and/or CRC experience is required for QA Specialists.

    Individuals must provide completion certificates including your first and last name for the following free and publicly available courses with their application for this role.

    Security/Privacy Courses (must have 2024 completion dates)

    Independent Study Courses ( completion dates do not have to be recent )

    Preferred Qualifications:

    • Experience providing excellent customer service; effective written and verbal communication skills; attention to detail.
    • Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with the ability to synthesize and clearly present key disaster recovery issues and progress to resolution.
    • Outstanding smartphone and computer skills – this job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required:
      • Must be proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, and Google Earth (file conversion and import/export ability required).
    • Ideal candidates would have supported multiple PA assignments, including at least one CRC assignment. Ideal background includes experience in the design and/or construction of public infrastructure. Ideal disciplines include:
      • Quality Assurance/Management
      • Construction Management
      • Project Management
      • Engineering (Civil, Structural, Mechanical, Environmental, Electrical, Geotechnical)
    • Current DHS Public Trust clearance/badge.
    • FEMA Grants Manager experience

    Additional Information

    • Sponsorship and relocation are not available.
    • This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly.
    • The offer of employment is contingent specific requirements of the Call Order from the client, project workload assigned by client, your qualifications (education/experience) meeting Task Order requirements, your availability for the specific Task Order, your ability to obtain and maintain your CRC training credentials, and AECOM being awarded client Task Order.
    • This position is contingent upon the ability to obtain/maintain/transfer a DHS Public Trust Clearance.
    • If the contingencies above do not occur, then the offer is rescinded.
