      • This position is a hybrid schedule – 60% remote and 40% on-site in Madison, WI. You must relocate to WI at the start of the contract if you are not currently in WI. Candidates NOT located IN WISCONSIN or NOT willing TO RELOCATE will NOT be considered and should not be submitted. All remote work must be completed in the State of WI. **

    Our direct client has an opening for a Java Developer # 124474. This position is for 7-12+ months, with option of extension, and will be worked in a hybrid schedule (40% on-site in Madison, WI and 60% remote) remote work must within the State of WI – NO work outside the State of WI is allowed (Candidate must work CST business hours).

    Job Description:

    Top Skills (5) & Years of Experience:

    • Knowledge and direct experience working as an analyst in collaboration with IT professionals, such as developers and business experts to create requirements and develop technical specifications for use in developing custom applications. – 10 years

    • Proficiency in business analysis methodologies and best practices related to business needs, investigative techniques, workflows, use cases, user stories, comparison analysis, time and cost estimates, data analysis tools and techniques. – 10 years

    • Experience analyzing business requirements and processes with the help of data analytics to provide innovative solutions to improve processes – 10 years

    • Experience writing documentation that is clear and concise that is understood by technical and non-technical staff.

    • Highly analytical and self-motivating with the ability to prioritize, meet deadlines and manage changing priorities.

    Nice to Have:

    • Experience working with legacy applications.

    • Experience working in State Government.

    The most qualified candidate will have:

    • Knowledge and direct experience working as an analyst in collaboration with IT professionals, such as developers and business experts to create requirements and develop technical

    specifications for use in developing custom applications.

    • Proficiency in business analysis methodologies and best practices related to business needs, investigative techniques, workflows, use cases, user stories, comparison analysis, time and

    cost estimates, data analysis tools and techniques.

    • Proficiency in data analysis tools and techniques, such as SQL (Structured Query Language), Excel, data visualization tools and statistical analysis software

    • Proficiency in requirements management tools like Confluence or DevOps to capture, document, track, and manage requirements throughout a project lifecycle.

    • Understanding of Iterative/Agile/Scrum Methodologies and Agile project management tools such as DevOps

    • Working knowledge of programing languages such as .NET, Java and/or Powerscript

    • Knowledge of system analysis techniques, such as UML (Unified Modeling Language), to effectively analyze and document system requirements, use cases, and workflows.

    • Programing knowledge such as R or Python to perform data analysis.

    • Proficiency in using various business intelligence tools for creating reports and dashboards.

    • Understanding and experience with Oracle databases

    • Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices

    • Experience writing documentation that is clear and concise that is understood by technical and non-technical staff.

    • Analytical and critical thinking skills to understand and prioritize business requirements.

    This position will work at the direction of the DNR IT Supervisor and Business Relationship Manager utilizing DNR IT standards, software, and tools. Tasks of this position include, but are not limited to:

    1. Orienting self to current application(s) by working with others

    2. Document all current application processes

    3. Analyze business requirements and processes with the help of data analytics to provide innovative solutions

    4. Create solutions based on the requirements identified and work towards achieving the program’s long-term goals.

    5. Identify issues and opportunities with solutions to improve processes

    6. Gain an understanding of regulatory and reporting requirements

    7. Communicate with the relevant stakeholders and transfer knowledge to the project development team
