  • Responsibilities

    Under the direction of the Vice President of Facility Services, the Director of Facilities Services is responsible for managing the design, planning, construction, and maintenance of equipment, buildings, grounds and other facilities.  The Director of Facilities Services performs general supervision and support for all assigned staff.  The Director of Facilities Services assists the Assistant Directors, Managers and Supervisors, in planning projects; daily planning and ordering; and maintaining compliance with all applicable codes as set forth by various regulatory bodies. 

    Incumbent is guided by thorough knowledge of healthcare plant operations and maintenance methods, techniques, procedures, principles of engineering, applicable governmental codes and regulations, operation and use of departmental equipment and supplies; knowledge of principles of management, procedures and policies of the department and the facility.

    The Director of Facilities Services is responsible for PA Department of Health Life Safety Code Inspections, Joint Commission Physical Environment Surveys, including the Environment of Care, Emergency Management and Life Safety, CARF and DPW regulations, documentation and inspections as they relate to Facility Services.

    Must be available for providing on-call service, 24 hours a day, 365 days a year for all facility operations and emergencies. 

    Assigned duties are implemented in a manner appropriate to the age-specific needs of the patients served.

    Type of supervision exercised: Full.  Jobs reporting to this position:  Facilities Services Staff and Security Staff when applicable.

    EDUCATION:

    Associates degree in Engineering or Business Management, or equivalent level and combination of education and experience, with relevant certifications, trade school degrees or approved building trade apprenticeship programs required.

    WORK EXPERIENCE:

    Minimum of ten (10) years progressive experience in Hospital Facilities Management including, management of multiple departments, such as maintenance, plant operations, clinical engineering, transportation fleet, security, safety, housekeeping and construction.  

    Management experience in Hospitals In-patient and Out-patient, Nursing Homes, OfficeBuildings, Assisted Living, Behavior Health Intermediate Care and Residential settings preferred.

    SPECIAL EMPLOYMENT REQUIREMENTS:

     

    Must be able to read and interpret blueprints and schematics. Must have ability to plan and schedule work flow, make decisions, meet deadlines, supervise, and coordinate a variety of trades.

    Must possess computer skills to develop policies, spreadsheets, graphs and PM and work order reports for regulatory reporting, tracking and compliance.

    Construction and Project Management experience in planning, budget, contract administration, DOH Plan Approval and Occupancy Inspections for Healthcare and other occupancy types.

    Experienced in maintenance of medical gas systems and alarms, fire alarm and suppression systems, emergency generators and transfer switches, nurse call systems, high,  medium and low voltage systems, water distribution pressure control, and hydrant testing.

    Advanced working knowledge of the Joint Commission Environment of Care, CARF, Emergency Management, Life Safety, and Statement of Conditions regulations. 

    Comprehensive knowledge of Life Safety Code 101 and other NFPA codes as needed, AIA/FGI Guidelines, EPA, DPW, OSHA and all federal, state and local building codes.

    Experienced in PPE, Hazardous Materials and Waste Management regulations and procedures.

    Utility emergency management experience including medical gas systems, medical vacuum systems, piped oxygen systems and all building and campus underground and overhead distribution systems.

    Excellent interpersonal skills required for effective training of personnel and communication with staff and management.

    Valid PA Class I Driver’s license required for travel to all Allied facilities.

    PHYSICAL DEMANDS:

     

    Medium Work: duties require exerting 25 to 50 lbs. of force occasionally (approx 10-33% of shift), and/or 10-25lbs. of force frequently (approx 33-66% of the time), and/or greater than negligible amount up to 10 lbs. of force constantly to lift, carry, push, pull, and move objects.

    Position involves sitting, standing, bending, reaching, and stooping (occasionally in strained position); and climbing stairs, ladders and other equipment throughout shift.

    Must have a good sense of balance to work on heights.

    Ability to transport self throughout facility is required.

    Must be able to travel to various Allied facilities as required.

    ACCIDENT OR HEALTH HAZARDS:

    Exposure to mechanical and electrical hazards.

    Exposure to lawn and HVAC chemicals, such as fertilizers, insecticides, boiler and cooling system chemicals.

    Exposure to building materials, such as paint, plaster, and cleaners.

    Exposure to pollen, seeds, plants, and insects.

    WORKING CONDITIONS:

    Works in a well-lit office environment, various buildings, and outdoors.

    Exposure to hot and cold indoor temperatures.

    Occasional exposure to high noise levels.
