    The Construction Inspector will support the Washington Suburban Sanitary Commission (WSSC) in reviewing building and facilities plumbing and gas fitting project designs, including water, sewer, and gas fitting services along with providing code interpretation expertise during the design and construction phases of assigned projects. The scope of work includes a wide range of review functions in the planning, design, permitting, and construction phases in support of WSSC’s Plumbing-Mechanical Engineering Review Section. There are multiple positions available including both Full-Time and Part-Time. All positions are located in Laurel, MD.

     

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES 

    • Review commercial, industrial, and large scale residential engineering design drawings for compliance with WSSC’s Plumbing and Fuel Gas Code (Code) relative to the issuance of permits.
    • Review Drainage Waste and Vent (DWV) systems, including Industrial Discharge Control (IDC/Pre-treatment) and Fats Oil and Grease (FOG), for design compliance of material standards, required slope, depth, bedding, support, sizing, configuration, testing, and installation practices in accordance with Codes.
    • Review water distribution systems, including Cross Connection protection for design compliance of material standards, support, sizing, hydraulic scheme, testing, and installation practices in accordance with Code.
    • Review for compliance with minimum fixture requirements, fixture clearances and standards, scald prevention and other basic principles of plumbing engineering and gas fitting in accordance with Code.
    • Review natural and propane gas distribution systems, appliance venting, and appliance installations for design compliance of material standards, support, system pressures, sizing, safety devices, testing, clearances, combustion air, carbon monoxide evaluation, and critical path of piping in accordance with the latest Code and International Fuel Gas Code standards.
    • Review site utility water and sewer plans for coordination with plumbing and site designs to ensure compliance with the Code, the WSSC Standard Details, and industry best practices.
    • Maintain a database to record permit status and subsequent permit closure. Tracks projects and reports for project quality and cycle time.
    • Perform audits of the System Development Charges (SDC) through the permit application and plan review process. Assesses for charge—by “take-off” of all proposed fixtures, first by description of their fixture unit value and then by quantity. Performs fixture credit counts, as required, in order to fairly assign SDC to newly connected demands.
    • Review service connection and meter applications for location, size and scheme in accordance with Code and WSSC policies.
    • Respond to high volume of phone calls and messages, e-mail and general mail regarding Code questions, design and submittal requirements, as well as general Commission business practices.
    • Review field conditions and related special circumstances. Provides recommendations regarding customer driven code modification requests (waivers/variances).
    • Perform plumbing and fuel gas inspections associated with designs.
    • Manage and reviews developer built plumbing and fuel gas design projects for design adequacy, constructability, maintainability, cost effectiveness and environmental impact. Provides technical support during construction.
    • Perform hydraulic reviews and computations, considering existing and future demands/flows to determine pipe sizing and alignments as well as available capacity of existing plumbing systems.

    Required Skills

    • Knowledge of plumbing and gas fitting design, including applying codes, standards and specifications.
    • Knowledge of principles and practices of plumbing and gas fitting system planning, pipeline design and construction work, underground utility construction and inspection, engineering design, and environmental control.
    • Ability to read plumbing and gas fitting plans to evaluate the adequacy of design based on engineering principles and applicable codes.
    • Ability to review a complex water/sewer project for adequacy and constructability.
    • Knowledge of design of pressure sewer systems and their components.
    • Ability to develop cost estimates for plumbing, gas fitting, or water and sewer utility projects.
    • Ability to efficiently manage numerous projects, including large, high profile and complex projects that involve multiple development parts, high rises, mixed-use/multi-units, any size water/sewer mains, any size water meters, and pressure reducing valves and special designs.
    • Good interpersonal skills.
    • Excellent verbal and written communication skills.

    Required Experience

    • Ten years of experience with plumbing systems which can include experience in design, installation, review and inspection.

    • Current certification in cross-connection/backflow prevention from a MD approved course preferred

    • International Code Council Certificate for Plumbing Plans Examiner preferred

    • Certified Plumbing Design Technician preferred

    • Master Plumber preferred
