    The Diallo Group (TDG) is seeking a senior Federal Business Development Lead to help expand our federal planning, programming, architecture, and engineering portfolio.

    This is a senior growth position for an established federal A/E professional who understands the market, knows the players, and can turn relationships and intelligence into qualified opportunities, teaming arrangements, and contract wins.

    TDG is a small-business federal planning and design firm supporting clients throughout the United States and overseas. Our capabilities include master planning, installation planning, facility programming, DD Form 1391 development, BFRs, GIS, architecture, engineering, and construction-phase support.

    Responsibilities

    • Develop and execute TDG’s federal business development strategy with emphasis on planning, programming, and A/E services. • Identify and qualify upcoming federal opportunities before solicitation release. • Develop relationships with federal clients, contracting organizations, A/E primes, and strategic teaming partners. • Build and manage a qualified federal opportunity pipeline. • Position TDG for IDIQs, MATOCs, task orders, standalone contracts, and subcontracting opportunities. • Lead capture activities including competitive analysis, client engagement, teaming strategy, and win strategy. • Identify appropriate prime/sub relationships and negotiate teaming approaches. • Support go/no-go decisions and pursuit strategies. • Work closely with TDG leadership and technical staff to develop compelling qualifications and technical approaches. • Support SF330s, proposals, presentations, interviews, and other capture activities. • Represent TDG at industry events, conferences, client meetings, and partner meetings. • Maintain knowledge of federal acquisition trends, agency budgets, upcoming programs, and competitor activity.

    Qualifications

    • Minimum 15 years of experience within the federal planning, architecture, engineering, construction, or related consulting industry. • Demonstrated business development and capture experience within the federal planning/A&E market. • Established relationships within DoD and/or other federal agencies and the federal A/E community strongly preferred. • Demonstrated history of identifying, positioning for, and winning federal contracts and task orders. • Strong understanding of federal procurement, including qualifications-based A/E acquisition and IDIQ/task-order environments. • Experience developing teaming relationships with large and small federal contractors. • Excellent executive-level communication, relationship-building, negotiation, and presentation skills.

    Professional Credential

    Candidates should possess at least one of the following:

    • Professional Engineer (PE) • Registered Architect (RA) • Project Management Professional (PMP)

TDG is seeking a seller-doer and relationship-driven federal BD professional who understands the planning/A&E industry, already has meaningful industry relationships, and knows how to position a small business well before an RFP or task order reaches the street.
